Study On The Conflict Of Interest And Governance Of Rural Land Transfer

With the development of economy,the country vigorously promotes the development of rural economy to conform to the current economic development situation,and the promotion of land transfer is an essential part of the development of rural economy.Rural land transfer can help urban and rural integration,promote agricultural specialization,scale and increase farmers' income,which can effectively solve the problem of abandoned land.However,China's land transfer is still at the initial stage.In the process of land transfer,a large number of interest conflicts are caused by the imperfect system of land transfer,the irregular process and contract of land transfer,and the immature market.By studying the interest subjects of land transfer and the causes of interest conflicts,it is concluded that the main interest subjects of land transfer are the government,village committee members,developers and farmers.Through the questionnaire and the conflict theory,analyze the circulation of the interests of the principal appeal,discusses main body care attaches importance to the interests of the appeal,therefore find out the interests of the conflict between the main body,with a more comprehensive,just and objective attitude to circulate the land circulation process of each subject of interests and conflicts of interest.In addition,the paper analyzes the core interest demands of the transfer subject,and sorts out the causes of land transfer interest conflicts based on literature review,so as to find out the underlying causes of these interest conflicts.Through the analysis and research,it is found that the circulation system system is not perfect,the circulation subject's interest distribution is not reasonable,the mechanism to resolve the interest conflict is not perfect,the circulation process is lack of effective supervision and constraints,these are the main causes of the circulation interest conflict.It is proposed to improve the system of land transfer,including standardizing the process of land transfer and the contract of land transfer,establishing a reasonable interest distribution mechanism,improving the livelihood security system of farmers with vulnerable subject of land transfer,and strengthening the interest expression platform of subject of land transfer to solve the conflicts of interest of subject of land transfer.Finally,the paper studies typical cases,analyzes the causes of the conflicts of interest in land transfer,and puts forward reasonable and feasible countermeasures to solve the conflicts of interest in land transfer.
