Research On The Difficulties Of The Public Policy Implementation For Land Acquisition And Demolition In Guangfozhao Expressway(Kengkou Section)

With the development of China's economy and society,the process of urbanization in China is accelerating,the demand for land is increasing,and the scale of land expropriation and demolition is expanding.Land acquisition and demolition,as an important work in the process of urbanization,affects the harmony and stability of the economic society and the improvement of the urbanization process.In the process of urbanization,the urban infrastructure and public service facilities are constantly improving,the urban space is expanding,and the demand for urban construction land is increasing.Under the current land ownership system in China,land expropriation and resettlement are effective ways to solve the land needs in the process of urbanization.Since the beginning of 1990 s,a large number of land expropriation activities have been generated in China.Due to the lack of links between policies and regulations and local regulations,lack of problems left over by historical problems and inadequate supporting measures,there are some problems in the current land expropriation and demolition work,such as unrestricted range of land expropriation,different standard of compensation,unreasonable distribution of land income and simple working methods.These problems not only lead to the difficulty of the masses' thought,but also the work of land expropriation is not good to carry out,and it also causes many contradictions and disputes,and the serious people have even evolved into a group petition,which adds a lot of disharmonious factors to the whole society.How to correctly implement the policy of land acquisition and demolition,properly handle the problems arising from the process of land acquisition and demolition,has also become a hot and difficult issue for all sectors of society.This paper takes the implementation of the land expropriation and demolition policy in Guangfozhao(kengkou section)as a concrete example,This paper analyses the problems in the implementation of land expropriation and demolition policy,explores the causes of the problems in the implementation of land expropriation and demolition policy,and then puts forward feasible suggestions and countermeasures according to the reasons.The paper first introduces the background of the situation of land expropriation and demolition in China,then discusses the domestic and foreign scholars' research on the implementation of public policy,summarizes and summarizes the views,and then points out thesignificance of studying the problem of land expropriation and demolition from the perspective of public policy implementation.Subsequently,the work of land expropriation and demolition of Guangfozhao expressway is introduced.On the one hand,it introduces the background of land expropriation and demolition work,and on the other hand introduces the implementation of land acquisition and demolition policy.Next,it discusses the difficulties in implementing the policy of land acquisition and demolition,including the problems of the object of land expropriation and demolition,the single way of work and the unstandardized management.Then it analyzes the reasons for the deviation of policy implementation,mainly from four aspects,such as the policy itself,the main body of policy implementation,the policy implementation mechanism and the policy implementation environment.Finally,in view of the above four aspects,targeted,put forward suggestions and Countermeasures to strengthen public policy implementation.
