Research On The Innovation Of Targeted Poverty Alleviation Policy In Liaoyuan

Since the Eighteenth National Congress of the Communist Party of China,with the in-depth advancement of targeted poverty alleviation strategies,local governments have formulated poverty alleviation plans based on local conditions and adopted poverty alleviation measures.The income of residents in poor areas continues to increase.This article takes Liaoyuan in Jilin Province as the research object,focusing on enhancing the endogenous impetus for poverty alleviation,reducing the financial burden in the field of poverty alleviation,and building a multi-subject collaborative poverty alleviation mechanism.Through combing and refining the successful experience of Liaoyuan in the development of poverty alleviation industries,poverty alleviation projects and implementation of guarantees,exploring effective paths for long-term poverty alleviation and non-return to poverty.And providing reference for targeted poverty alleviation in similar economically developing area with small economic size and low incidence of poverty.On the basis of clarifying the connotation of related concepts,sorting out relevant theories and reviewing the current research status,this paper analyzes the social background,practical significance and implementation results of China's implementation of the targeted poverty alleviation strategy.At present,the scale of China's poor population has decreased significantly,the income of residents in poor areas has continued to increase,and the infrastructure in poor areas has been continuously improved.As an economically developing areas with a small economic volume,Liaoyuan has a small scale of poor population and a low incidence of poverty.The poor population is mainly distributed in Dongfeng and Dongliao.The poverty incidence at the city level is very low.Sickness,disability and lack of land are the main causes of poverty in Liaoyuan.In response to poverty,Liaoyuan has formulated a series of poverty alleviation policies and measures in industry,employment,education,medical health,and has achieved obvious results.Liaoyuan jointly built a “five points,two benefits and two rescues” poverty alleviation guarantee mechanism,the characteristic rural industry construction carried out by the Jinzhou Township Industrial Base,and the implementation of poverty alleviation measures such as the laying hen standardized breeding project jointly established by Dongliao and Jinyi Egg Products Company From the aspects of improving the "development + rescue + guarantee" multi-level poverty alleviation system,building a "government + market + society" multi-subject poverty alleviation pattern,and perfecting the "special + industry" combined poverty alleviation policy,exploring effective ways of targeted poverty alleviation.It is worth noting that in the process of implementing targeted poverty alleviation,Liaoyuan still faces problems and difficulties such as imperfect input mechanism for poverty alleviation and insufficient endogenous development of poverty alleviation.In order to effectively implement targeted poverty alleviation,it is recommended to improve the precise identification and precise tracking work mechanism,build a long-term poverty alleviation mechanism,control the rate of returning to poverty,improve the assessment and supervision of the targeted poverty alleviation work,and avoid "over-help" to cause new social injustice.
