The Operation Mechanism Of "Project Entering The Household" Under The Background Of Targeted Poverty Alleviation

Project scheme as a way of governance is widely used in the rural poverty alleviation work accurately,in the concrete practice,for poverty alleviation project scheme for poverty alleviation in the expectation and the deviation of actual execution of governance,poverty alleviation resources are not fully achieve the desired accuracy,in order to improve the project scheme of poverty alleviation "accuracy",requires project aimed at cross tent card of the poor,the project as arises at the historic moment.During the investigation,the author found that the poor households had higher enthusiasm to participate in the project under the mode of project entry,which was in contrast with the previous passive participation behavior of the poor households.The author raised doubts about this.Based on the analytical framework of "institution-organization-behavior",this paper focuses on the operation mechanism of household entry.Taking the specific operation of household entry projects in villages of national-level poverty-stricken counties as an example,this paper takes the operation of household entry projects at the village level as the narrative line,the village as the analysis unit,and the government and poverty-stricken households as the analysis objects.Through the process analysis of the six links of project entry operation "project input-project mobilization-project application-project implementation-project supervision-project acceptance",this paper summarizes the operation characteristics of project entry and the operation mechanism of project entry.The study found that under the mode of project entry,the government no longer controls the poor households by the project,but gives the poor households power and energy through the project,and constructs the subjectivity of the poor households,which provides the poor households with certain autonomy space.Under such interactive strategies,poor households,as decision-makers,are bounded rational andwill pursue their own utility maximization in the process of action,showing their own preference for action.In household project,the government pays more attention to the process orientation of the project,which is different from the conventional project.Household project can promote the transformation of government functions and the role of the poor households,so as to achieve a positive interaction between the government and the poor households,which is of certain significance for poverty governance.The project as the project scheme to explore a long-term mechanism for poverty alleviation gives inspiration,need on the basis of technical means,the implementation of more precise management,pay attention to the process guidance,in the precise phase for poverty alleviation poverty causes transformation as the spiritual poverty and relative poverty under the background of,need to further develop the function of informal institution,from poor psychological cognition on institutional governance,poverty through empowerment can increase the way to construct the subjectivity of the poor,the poor from the audience to move practitioners,to build a positive state of poverty culture.
