| Since General Secretary Xi Jinping raised the concept of “targeted poverty alleviation”,various regions have enhanced their strength to work on it,and reviewed methods and management mechanism.As an approach of alleviation,tourism industry has gradually marched on the revolutionary road of targeted management.Academia has started a new round of debate regarding targeted poverty alleviation,and has achieved numerous academic results,which concentrate mainly on researches on accurate concept and content,and theory and practice that are still to be explored.However,in terms of practical side,targeted poverty alleviation in tourism industry has made a breakthrough,which is an accurate method and approach from practice.Like overall management towards poverty regions,which is a classified management according to the actual situations of different areas and coming up with different plans.This paper focused on Ya’an District in Sichuan Province,which belongs to poverty area of Wumeng Moutain Area.Also,the district is a combination of “three economic areas”,that is,the economic area in Chengdu,Northwest Sichuan economic zone and Panxi strategic resources innovation and development pilot area.Besides,it is a major component of tourist growth in greater Chengdu.It is a typical case in studying Ya’an District.This paper utilized literature research method,field survey method,Case analysis and statistical analysis.It also used right-poverty theory,new public service theory,stakeholder theory,and sustainable development theory.Judging from the background and trend of China’s alleviation work in tourist industry,it has achieved great outcomes in the past 6 years.Nevertheless,there are still some problems on its accuracy,the subjects,and operating mechanism.On these,the author studied cases of Ya’an District and concluded that the three key factors influenced the district are the management pattern,the collaboration of subjects and operating mechanism.Therefore,the author made profound arguments on its practice,operating method and effects,and proposed that only when governments play a dominant role,introduce multiple subjects and perfect the mechanism,can the problems be fully solved.This paper has further verified the research value of targeted poverty alleviation in Ya’an tourism industry,enriched its guidance basis,provided reference in performing similar practice,and offered theoretical base and experience on poverty area’s alleviation and development. |
