Research On The Cross Sector Coordination Mechanism Of Targeted Poverty Alleviation

Targeted poverty alleviation is the core of China's new poverty governance system.It enables China to achieve 90 million people out of poverty within seven years,which is the essence of China's poverty governance.It is the most appropriate to summarize the experience of targeted poverty alleviation in the final year of poverty alleviation.It can provide reference for the poverty governance of other countries in the world,as well as for the design of China's poverty prevention policies.Xi Jinping stressed that for the poverty-stricken counties and poor people who have already withdrawn from poverty,the overall stability of the existing supporting policies should be maintained.A transitional period should be set up.We must strictly implement the policy of picking up the cap and not picking up the policies and picking up the hat.Poverty is one of the most acute problems in the current society.To solve poverty,narrow the gap between the rich and the poor,and improve the ability of poverty control are the only way for China's future development,and also the basic guarantee for China to become a strong socialist country.With the improvement of poverty control ability,China's poverty alleviation work has achieved remarkable results,but also found a series of stubborn poverty problems,which has become a tough bone in poverty alleviation work,and poverty alleviation work has entered a critical period.Targeted poverty alleviation is an important policy formulated by China to win the battle of poverty alleviation.It aims to solve the poverty problem of the last part of the masses in poverty alleviation work,make China build a well-off society in an all-round way and realize common prosperity.Based on the theories of holistic governance,targeted poverty alleviation and cross sector collaborative governance,this paper analyzes the current situation of cross sector collaborative mechanism in targeted poverty alleviation.This paper focuses on the vertical and horizontal cross sector collaborative mode of targeted poverty alleviation,and summarizes the characteristics from the four aspects of formation background,authority granting,authority dependence and operation logic,hoping to give some enlightenment to the overseas poverty governance and domestic poverty prevention work.On the basis of collecting and sorting out a large number of data and understanding the situation of targeted poverty alleviation staff,this paper studies the cross departmental coordination mechanism of targeted poverty alleviation.First of all,the paper combs the theory of targeted poverty alleviation,holistic governance and cross departmental coordination to seek the support relationship among them.Secondly,through literature,data and data,from the vertical and horizontal perspectives,this paper analyzes the operation mode of cross sector coordination in targeted poverty alleviation.Thirdly,it summarizes the formation background,authority granting,authority dependence and operation logic of the cross sector coordination mechanism of targeted poverty alleviation.Finally,through the research on the cross sector collaborative model of targeted poverty alleviation,we hope to provide positive reference for other countries to get rid of poverty,and at the same time provide enlightenment for the work of preventing poverty return in China.
