Research On Problems And Countermeasures In The Rural Industrial Development In Remote Mountainous Areas Of Sichuan Province

Issues relating to agriculture,rural areas,and rural people is a fundamental problem related to the national economy and people's livelihood.The 19 th National Congress of the Communist Party of China regards the strategy of Rural Revitalization as a national strategy,which directly affects the level of China's modernization development and whether China can solve the problem of the imbalance between urban and rural areas.In order to realize the rural revitalization,we must attach importance to the industrial revitalization,which is the premise to solve all problems in rural areas.However,with the development of the city,the urban and rural dualistic structure intensifies,and a large number of resources flow into the city from the countryside.There are few rural people,few funds,and many difficulties in the development of rural industry.How to take measures to stimulate the vitality of rural industry development and solve the problem of rural industry development has become a widespread concern of all sectors of society.Based on the theories of entrepreneur government,public governance,competitive advantage and industrial development,this paper studies the industrial development of Longmen Township,Emei City,a remote mountainous area of Sichuan Province,by using the methods of literature study,case analysis,analysis and induction.First of all,it introduces the four processes,development status and development advantages of Longmen township industry development.To clarify the problems in the industrial development of Longmen Township,such as single industrial structure,lack of inter industry integration,low level of development,decentralized operation,lack of large-scale intensification,low quality and efficiency,low scientific and technological content,low rate of application of science and technology and transformation of achievements,poor market competitiveness,weak village level collective economy,low utilization of capital resources and assets,and weak role of demonstration,This paper analyzes the reasons that restrict the integration of three industries,the intensive development of industrial scale,the low content of Industrial Science and technology,and the weakness of village collective economy.Then it summarizes the current three kinds of experience of rural industry development at home and abroad,and proposes to consolidate the advantages,improve the quality,expand and strengthen the characteristic industry,promote the rural industry to scale and intensive,and take a goodroad of industrial integration development.According to the research results of this paper,the countermeasures and measures suitable for the industrial development of Longmen township of Emeishan City in the remote mountainous area of Sichuan Province are formulated.First of all,the countermeasures and suggestions to solve the single problem of industrial structure should be formulated scientifically,the development ideas should be clarified,and the intensity of infrastructure construction should be increased to lay a good foundation for industrial integration and development.Secondly,it is suggested to optimize the supply of policy elements and capital elements.Then,we should optimize the supply of talents and technology.Finally,it is suggested to strengthen the construction of grass-roots party organizations,select and strengthen the village leaders,improve the incentive and fault tolerance mechanism,stimulate the vitality and power of cadres to develop the village collective economy,optimize ideas,and explore a variety of village collective economic development models...
