In recent years,the urbanization process of China has been further accelerated.As the seventh state-level new area(sub-provincial)in China,the Xixian New District of Shaanxi province is the product of the urbanization in Central Plains economic region,and it was listed as the second batch of national comprehensive pilot areas for a new type of urbanization in 2015.The Xixian New District covers all the seven counties and 23 villages,towns and sub-districts of the two cities of Xi'an and Xianyang,with a planned area of 882 square kilometers and a population of 980,000.The construction of public transportation infrastructure has become one of the strategic guarantees for the development of the new area.Take the public transport operation and management in Xixian New District of Shaanxi province as the empirical research object,the paper analyzes the serious policy-based losses faced by public transport in Xixian New District and the causes of it.Thus,it can be researched the solution of policy-based losses system and guarantee mechanism.This paper consists of six parts.First part is the background of the research.It introduces the background and significance of the research and summarizes the related research at home and abroad,which lays a foundation for the follow-up research of the paper.The second part states theoretical and practical basis,which introduces the relevant theories and experience of public transport operation and financial subsidies at home and abroad.And it can be concluded that the suitable model of the public transportation operation model in China is still the government-led operation model at the current stage.The third part discusses the present situation and problem analysis.Based on the current situation of public transport operation and financial subsidies in the new area,it explores the problems in public transport operation and financial subsidies and puts forward the necessity of establishing the public transport financial subsidy mechanism.The fourth part puts forward the optimization strategy.According to the study,it is concluded that public transport operation should be optimized in bus line,bus station facilities and bus information system construction,and combining explicit subsides with implicit subsides should be put into force.The fifth part of this paper talks about expected effect and safeguard measures.The expected effect after optimization is obtained and the safeguard measures are formulated.The sixth part is conclusion and prospect part,which summarizes the conclusion of this paper and looks forward to the future development of public transport operation and financial subsidies in Xixian New District.
