With the rapid development of the communication industry,the mode of three major operators to build their own communication infrastructure in China is no longer suitable for the development of the communication industry.In order to make effective use of resources,land and funds,the national communication infrastructure construction company established WF tower company in 2014 to quickly receive the completed communication station sites of the three operators and meet the needs of the communication infrastructure construction of the three operators.At this time,how to effectively stimulate the work potential and enthusiasm of employees under the background of multi-cultural integration,and effectively deal with the adverse impact of the original state-owned enterprise identity change,put forward a challenge to the improvement and optimization of the performance appraisal system.WF tower company as a regional branch,the performance appraisal system designed at the beginning of the construction really meets the characteristics of fewer personnel and clear division of posts in a period of time.However,with the significant increase of the company's business volume,the original performance appraisal body has been unable to meet the performance appraisal requirements of employees.This paper first introduces the current situation of the existing human resources and performance appraisal system of WF tower company;then through the questionnaire survey to understand the employees' views on the existing performance appraisal system,and based on data statistics to identify the existing problems,such as: unreasonable performance appraisal indicators,inadequate implementation of performance appraisal system,etc.Thirdly,based on the key performance appraisal method,this paper makes an in-depth analysis of the current job responsibility table of the grass-roots employees in WF tower company,and extracts the job responsibility indicators and professional attitude indicators from the two core departments of the constructiondevelopment department and the operation and maintenance department,and uses the expert scoring method and the analytic hierarchy process to calculate the weight.Finally,the corresponding assessment criteria are formulated for each performance indicator Accurate,completed the WF tower company's new performance appraisal system improvement design.The paper provides implementation guarantee measures from organization,system,culture and other aspects.This paper reconstructs a new performance appraisal system based on quantitative indicators,which can effectively solve the problem of rigid performance appraisal effect of typical regional branches of state-owned enterprises such as WF tower company,and has certain reference significance for other small and medium-sized enterprises of the same type.
