With the rapid development of China’s economy and the continuous acceleration of urbanization,more and more expressways have been constructed.However,there is a phenomenon of "emphasis on construction,lighter operation and maintenance" in the development of China’s expressways.The problem of authority in the actual operation and maintenance management makes it difficult for China’s expressways to achieve huge scale benefits.The Third Plenary Session of the Eighteenth Central Committee of the Communist Party of China put forward “taking the construction and maintenance of major projects across regions as the common authority of the central and local governments to gradually rationalize the relations of power”,emphasizing the rationalization of the relations between the central and local authorities in the operation and maintenance management of major projects across regions importance and clarifies the operation and maintenance rights and responsibilities of major projects across regions.Therefore,based on the problem-oriented principle,the dissertation conducts research on the allocation of central and local powers in national highway operation and maintenance management.The following researches focus on the research on the allocation of central and local powers in the national expressway operation and maintenance management:Firstly,using the literature analysis method to summarize the historical evolution of the relationship between the central and local affairs and the historical evolution of the central and local affairs of the expressway operation and maintenance management.At the same time,using the government websites at various levels to sort out the status quo of the division of power of the expressway operation and maintenance management in China.This provides the basis for the study of the following issues.Secondly,Based on the screening of problem identification methods,the literature analysis method,document analysis method and expert interview method were selected to identify the problems existing in the division of power between the central and local authorities of highway operation and maintenance management in China.This provides a realistic basis for the operation and maintenance management plan for expressway operation and maintenance.Thirdly,using the incentive theory and the principal-agent theory to construct the highway operation and maintenance management authority allocation scheme.This plan not only uses a clear standard to reasonably divide the allocation of central and local powers in highway operation and maintenance management,but also further clarifies the financial guarantee that matches powers and expenditure responsibilities.Fourthly,the Shanghai-Chongqing Expressway(G50)is used as an empirical research to explore the specific application of the research content of the thesis in practice.Finally,based on the beneficial experience of the central and local authorities in the operation and maintenance management of highways in developed countries,and in combination with China’s current situation,this paper proposes policy recommendations for the central and local authorities in the perspective of expressway language in China.The study found that the division of power between the central and local authorities in China is currently in the context of "integration and consideration",while the division of authority for the operation and maintenance of expressways is still in the development stage.Existing problems include unclear scope of expressway operation and maintenance management authority,mismatch of expressway operation and maintenance management authority and expenditure responsibility,and unsmooth operation mechanism of expressway operation and maintenance management authority.The thesis divides the national expressway operation and maintenance management central and local powers into decision-making power,execution power,formulation power,review and approval power and supervision power.Empirical research shows that the decision-making power is the central authority,the executive power is the local authority,and the power of formulation,examination and approval,and supervision are the joint authority of the central and local authorities.Finally,the thesis puts forward policy recommendations for the allocation of the central and local authority of China’s expressway operation and maintenance management from the perspectives of rational division of responsibilities,legislative promotion of allocation,and strengthening of government cooperation.The scheme for the allocation of the authority of expressway operation and maintenance management constructed in this paper can not only clarify the responsibilities between the central and local governments,but also effectively promote the cooperation and cooperation among local governments,and further realize the rapid and good construction of the national expressway network.
