The history of the emergence and development of green building is not long.Since the1960 s,American architect Paul Sollery put forward a new concept of ecological architecture.By 1990,the world’s first green building standard was issued in the United Kingdom.So far,the development of green building standards is only 30 years.Since the 1992 United Nations Conference on Environment and Development in Rio de Janeiro,Brazil,the Chinese Government has promulgated a number of relevant outlines,guidelines and regulations to vigorously promote the development of green buildings.By2006,China formally promulgated the Evaluation Standards for Green Buildings,and updated the Evaluation Standards for Green Buildings in 2014.By the beginning of this year,the new edition of "Green Building Evaluation Criteria" GB/T50378-2019 had been officially released and implemented on August 1,2019.The development history of green building is like a flash in the whole history of human development,but the updated version and range of green building standards are quite large.Especially in the new version released this year,the update range is huge.This upgrade of the standard establishes a new mode of green building development,which is "people-oriented,emphasizing performance and improving quality".In the index system,from "four sections and one environment protection" to "safety and durability,health and comfort,convenience of life,resource saving,livability of the environment",and "people-oriented" to improve and add the requirements of full decoration,indoor air quality,water quality,fitness facilities,garbage,age-friendly,and integration of construction.Technical requirements of building industrialization,sponge city,healthy building,building information model,etc.Whether the new standard has a large technical update can be as rapid and effective as the previous standard promotion.It needs to fully consider the lever of the economy.The market economy must be driven by efficiency to promote it effectively.The promotion of new green building standards It should be the same.This paper takes a green building three-star project as the research object,and analyzes the chapters and techniques of the 2014 version of the old "Green Building Evaluation Standard" and the 2019 version of the new "Green Building Evaluation Standard".The 2014 version of the old green label It is divided into five levels: land saving,energy saving,water saving,material saving and indoor environment.The new green standard of 2019 is divided into five levels: safety,durability,health and comfort,convenient living,resource conservation and environmentally livable.On this basis,the cost-to-cost ratio and the investment payback period are selected as the life-cycle economic indicator level to join the two-standard hierarchical system.Through the economic analysis of each green building technology,the net present value of the economic benefits under the new and old green labels is 602,376.07 yuan.5575255.08 yuan;the cost-benefit ratio under the new and old green labels is 2.38 and 2.447 respectively;the investment recovery period under the new and old green labels is 6.86 years and 6.65 years respectively.The above-mentioned calculated cost-benefit ratio and investment payback period are integrated into the technical indicator level by using the analytic hierarchy process as the economic indicator level for comprehensive analysis.As a result,the new standard has a composite score of 9.09 points,and the old standard has a combined score of 8.73.Under the premise that the degree of cost increase is higher than the degree of benefit growth,the comprehensive score of the new standard is higher,indicating that the direct economic benefit growth under the new standard is limited,and more importantly,the indirect benefit of the building has a longer-term quality impact.It can create an ecological environment of “green mountains and green waters” for future generations,and maximize the goal of harmonious coexistence between man and nature.Based on the above research,through a comprehensive analysis of the various technical and economic aspects of the new standard,compared with the old standard,it provides some reference for the design and construction of the same type of building under the new standard.
