| Since the 21 st century,urban metro system has become an important choice for the development of large-scale public transportation worldwide due to its high speed,punctuality and large capacity for passengers.In addition,the development of urban metro system in China is more rapid.However,with the significant increase in the number of urban rail transit construction projects in China and the occurrence of safety accidents more and more frequently,it is necessary to study the safety management performance,whereas the related research in this field is scant.This article takes China urban metro construction projects as the research target and establishes three main research objectives:(1)identifying the safety management performance evaluation indicators of China’s urban metro construction projects;(2)analyzing the importance of the safety management performance evaluation indicators of urban metro construction projects;(3)evaluating the status of the safety management performance of urban metro construction projects in China.This paper is divided into six sections.The first chapter introduces the background and significance of the research,sets the research goals and selects reasonable research methods,and develops the research flowchart.The second chapter defines the concepts related to safety management performance of urban metro construction projects,including the meaning of safety management performance and participating parties.The third chapter identifies the preliminary framework of safety management performance evaluation indicators for urban metro construction projects in China through literature review.The fourth chapter determines the importance of safety management evaluation indicators of urban metro construction projects through questionnaire surveys and interviews,and evaluates the status of the safety management performance of urban metro construction projects in China.The fifth chapter analyzes a case about the safety management performance of urban rail transit construction project,taking the "2 · 7" permeable collapse accident in Foshan as an example,to supplement the questionnaire survey results.The last chapter summarizes the conclusions and limitations of the research in this article,and puts forward future research directions.A total of 199 questionnaires were collected in this study,of which 152 were valid questionnaires,and the valid rate was 76.38%.The following conclusions are obtained through literature review,questionnaires and comparative analysis:(1)The safety management performance evaluation indicators of urban metro construction projects were screened,which includes 6 first-level evaluation indicators and32 second-level evaluation indicators.The first-level indicators are construction personnel and organization,construction mechanical equipment,construction material,construction environment,construction site management,and construction technique.(2)“The qualifications,capabilities,experience,and sense of responsibility of the construction enterprise”(6.77)、 “The survey of the underground environment of the project”(6.59)、“The monitoring and measurement of the construction site”(6.55)、“The ability,experience,and sense of responsibility of the project management team”(6.52)、“Various types of investment in safety”(6.46)were found to be the most important indicators according to the sequence of ranking.The entropy weight method is used to determine the weight of the first-level indicators,and the results are construction personnel and organization(0.277),construction mechanical equipment(0.165),construction technique(0.161),construction site management(0.156),construction environment(0.121),and construction material(0.120).(3)In actual construction practice,the performance relating to the following three aspects are relatively better: “The management of hazardous projects”(5.64)、 “The government’s supervision and attention to safety”(5.62)、 “The demonstration of construction plans”(5.49),and whereas the following three aspects were relatively poorer“The scientific and reasonable construction schedule”(4.75)、“The qualification,ability,experience and sense of responsibility of the supervision company”(4.78),and “The preparation status before construction”(4.80).The results of this paper are valuable for the participants to more systematically evaluate the safety management performance level of urban metro construction projects.It is also helpful to understand the strengths and weaknesses in Chinese metro project safety management,and provides theoretical guide for further improvement. |
