Study On The Government Role Of The Transformation And Upgrading Of Stone Industry In Cenxi,Guangxi

Chinese economy has already stepped into high quality development from high speed development.Considering the rising factor cost,increasing pressure from resources environment,excess production capacity,traditional industry is squeezed both by industrialization of developing countries and post industrialization of developed countries.It is unsustainable to depend on factor-driven growth and low-cost competition and results to transformation urgently.Owning to inherent flaw of market economy,the influence of local government behavior is especially critical.The government plays a dominant role in macro-control,promoting industrial transformation.Cenxi City is one of the largest granite production bases in China,and has the reputation of "China’s granite hometown".After more than 30 years of vigorous development,the city’s stone industry has become one of the major stone processing and sales bases in China.Cenxi City has abundant granite resources,and has initially formed a large-scale stone industry cluster with a rich variety of products.At the same time,market competition is becoming increasingly fierce,and the contradictions of the stone industry structure in Cenxi City have become more and more prominent.There are problems have obviously restricted the further development of the stone industry,such as simple and extensive growth models,low industrial development levels,and lagging innovative technologies.This article studies the role of Cenxi City Government in the transformation and upgrading of the local stone industry.Firstly,by analyzing relevant research and results at home and abroad,it summarized the basic theories and results in the current government role research.Secondly,by interviewing people in the industry and sorting out government data,the status quo of the stone industry transformation in Cenxi City was introduced.Based on the analysis of the status quo,the author pointed out the government’s problems in the process of promoting the transformation and upgrading of the stone industry.Finally,under the guidance of the market failure theory,the new public management theory and the service-oriented government theory,the author try to make some suggestions form three aspects — the government’s supply function,coordination function and regulation,so as to provide support for the optimization of the transformation and upgrading of traditional industrial structure,and the sustainable and healthy development of the economy.
