Research On The Optimization Of The Organization Structure Of Guangzhou Municipal Engineering Design & Research Institute

With the deepening of the economic system reform of the state-owned enterprises,the survey and design units in our country have been gradually reformed from institutions to enterprises and have entered into the market competition.How to make the enterprise realize its own sustainable development in the future market and ensure the realization of the strategic goal has become an important problem that perplexes the survey and design enterprise.The existing traditional organization structure of Guangzhou Municipal Council has been unable to adapt to the changes in the external environment,resulting in a variety of drawbacks,which hinder the further development of enterprises.Based on the above research background and taking Guangzhou Municipal Council as the research object,this paper analyzes the problems of the existing organizational structure of the company and the disadvantages arising from it with the help of the interview survey method,and determines the necessity of optimizing the organizational structure,based on the contingency theory,this paper makes a qualitative analysis of the factors influencing the optimization of the organizational structure,such as the environment,strategy and scale of the enterprise,and follows the principles of the optimization design of the organizational structure,according to the above analysis and the related interview design,the organization structure optimization design goal is established,the judgment model is established through the analytic hierarchy process,and the organization structure pattern which is most suitable for the enterprise current development is selected,finally,a Matrix Organization structure optimization scheme based on project management is designed.In addition,in order to ensure that the organization structure optimization can be carried out smoothly,the author has formulated a series of safeguard measures for the organization structure optimization scheme.Through the research of this paper,the author draws the conclusion that the Matrix Organization structure based on project management is the best choice for the enterprise development strategy at present,to promote the achievement of strategic objectives and sustainable development,and hope to improve the state-owned municipal engineering design unit management model to provide valuable reference.
