Study On The Management Strategy Of Expressway PPP Project Based On Integrated Project Delivery

Under the traditional transaction mode,expressway PPP project is difficult to avoid the problems of low communication efficiency,prominent trust problems between participants,and high project risk.With the expansion of project scale and the increase of complexity,these problems need to be solved urgently.As a new project delivery mode,IPD mode can greatly improve project efficiency and team cooperation,and has a good application prospect in expressway PPP projects.It can not only improve the existing management difficulties of expressway PPP projects,but also promote its own development with the help of the momentum of expressway PPP projects.This paper puts forward "highway PPP project management countermeasures based on the pattern of the IPD" study of IPD model was applied to highway PPP in project management,in order to use the IPD philosophy on highway in our country to improve the existing disadvantages of the PPP project management and put forward corresponding countermeasures and Suggestions,to further improve the efficiency of highway PPP projects in China.This paper first analyzes the characteristics of highway and highway PPP project,starting from the obstacles to the implementation of the existing highway PPP project,comb through the method of literature research and analysis the general characteristics of the elements of the IPD mode,can effectively solve the highway to implement obstacle for the PPP project existing conditions,the general characteristics of elements in the IPD mode filter,reserve the core to implement obstacle to solve effectively drive elements,filter the useless characteristic elements.DEMTEL method was used to analyze the interaction degree of the core driving factors,and the centrality and cause degree of the driving factors were determined.With project management knowledge system for the core drive elements on the ownership of the division,the core driving factors attributable to the core areas of the core areas of management by objectives,risk management,the core areas of the core areas of communication management,resource management and integration management core areas of five categories,and build the core areas of management by objectives as the center,other core areas as a means of IPD mode highway PPP project management framework.Based on the established management framework,the PPP project management model of expressway based on IPD mode is built.By extending the connection degree in the set pair analysis method,a mathematical model of fit degree is built to quantitatively analyze the degree of complementary between the actual expressway PPP project management ability and the requirements for expressway PPP project management under IPD mode.According to the research results,this paper puts forward targeted countermeasures and suggestions for the problems existing in the core management areas of expressway PPP projects based on the IPD model,in order to play the guiding role of the IPD model,promote the IPD model to better serve the development of China’s expressway PPP projects,and solve the management problems of expressway PPP projects.Finally,an actual case was used to verify the validity of the fit model,and the gap between the actual expressway PPP project management case and the IPD model under the ideal state was explored,as well as the overall fit degree of the management scheme,so as to verify the effectiveness of the constructed project management model.
