Research On The Requirements Of The Employer For The Tender Of The General Contracting Project Based On The Design Depth

The development of domestic EPC mode promotes the development of the employer’s requirements.The Ministry of housing and urban rural development issued the "construction project EPC Contract",which puts forward new requirements for the employer’s requirements.The lack of systematic research on the factors affecting the employer’s requirements leads to the employer’s lack of appropriate employer’s requirements preparation strategy for EPC projects with different design depth.As a result,the establishment required by the employer is difficult to implement.In view of this,the main contents of this study are as follows:Firstly,the influencing factors of the employer’s design depth are preliminarily identified.Through expert interviews,the clarity of the project scope,the application degree of performance specifications,the employer’s tendency to design innovation,the degree of site restrictions,the ability of the general contractor,the employer’s control over the project,the time point of project users’ intervention,and the economic status of the employer’s general contracting project are determined Through the analysis of the relationship between them by ISM method,it is found that the employer’s EPC project experience is the most fundamental influencing factor,and the most direct one is the employer’s control over the project.Secondly,the importance of the influencing factors of design depth is ranked by AHP method.The most important is the experience of the general contracting of the employer,followed by the complexity of the project,and finally the degree of control of the employer over the project.Then the influence of design depth on the employer’s requirements is analyzed.Through the different design depth: only the functional requirements,after the preliminary design of the employer’s requirements,it matches the different employer’s requirements preparation strategy mode.From the aspects of the linkage of project objectives and construction technology,the control means of the employer for the project,the compilation elements of the employer’s requirements and so on,this paper carries out the matching of the employer’s requirements compilation strategy mode.Finally,the application of the study is verified by the EPC general contracting case of 35 k V Power supply path change and adjustment project of Jingu sewage treatment plant.Through the above research,we have completed the research on the relationship between the influencing factors of different design depth,sorted the importance of these influencing factors,and gave priority to the factors with high importance when preparing the employer’s requirements.According to the requirements of different design depth of the employer,different strategy matching patterns are constructed.It solves the problem that the employer’s requirements are not clear in the bidding process,and reduces the employer’s investment risk.
