| The 19th National Congress of the Communist Party of China proposed that China’s economy has shifted from a stage of high-speed development to a stage of high-quality development.As a strategic emerging industry,the high-quality development of the general aviation industry not only supports national development strategies such as a strong civil aviation country and meets the material needs of the people for a better life,but is also an inevitable requirement to support the construction of a strong transportation country.However,there are still problems such as insufficient supply of low-altitude airspace resources,imperfect airport infrastructure and unbalanced regional development.In order to break the current development dilemma,the new development concept must be strictly implemented.However,China still lacks a comprehensive,systematic and targeted assessment system for the highquality development of the general aviation industry,and the evaluation methods lack empirical research.Therefore,it is necessary to develop an evaluation index system for the high-quality development of the general aviation industry that is in line with the development situation of the general aviation industry in China.At the same time,by developing an evaluation system for the high-quality development of the general aviation industry,the evaluation of the industry can be made more efficient and accurate,thus promoting the high-quality development of China’s general aviation industry.Based on this,this thesis,based on an in-depth study and review of the connotation,characteristics and evaluation methods of high-quality development,uses the literature induction method and expert consultation method to select indicators based on the China Civil Aviation High-Quality Development Index Framework System(for Trial Implementation)and related standards,and finally constructs an evaluation index system for the high-quality development of the general aviation industry.The questionnaire survey method and the hierarchical analysis method were combined to determine the index weights,and the fuzzy comprehensive evaluation theory was applied to assess the high quality of the general aviation industry,so as to establish the AHP-FCE composite evaluation model;the model was applied to evaluate the high quality development of the general aviation industry in 2020,so that the scientificity and validity of the composite model could be verified.In order to visualise the evaluation results and to enable the government and other users to observe the high-quality development of the general aviation industry in a timely manner,this thesis designs and develops an evaluation system for the high-quality development of the general aviation industry based on the evaluation index system constructed.The evaluation system has the advantages of simple interface and easy operation,and can complete the whole process of high-quality development evaluation.The results of the evaluation system are verified to be in line with the calculation results of the composite model through examples,which illustrates the practicality of the evaluation system.The evaluation index system for the high-quality development of the general aviation industry established in this thesis provides evaluation paths and methods for the development of China’s general aviation industry,and consolidates methods for precise policy-making.At the same time,it combines quantitative and qualitative,subjective and objective,to achieve a comprehensive evaluation of the high-quality development of the general aviation industry,providing a scientific and effective tool for relevant departments and a theoretical basis and technical support for research on the high-quality development of the general aviation industry. |
