Under the background of accelerating the modernization of governance system and governance capacity,the development of urban community service is moving towards a new era,from the basic conditions of people to all-round needs.At the same time,with the continuous expansion of the urbanization scope of Yantai City,a large number of farmers settled in the city,with complex relations and diverse demands,it is urgent to improve the government’s grass-roots governance ability and the quality and efficiency of public service supply.Community service,as the most specific role to supplement part of the government’s functions,shoulder major responsibilities,also put forward new and higher requirements,it is urgent to build a systematic and rational urban community service system.Based on the theory of new public service and participatory governance,and based on the framework of urban community service system with "four community linkage" as the main body,this paper selects typical community service models representing different levels of Yantai city to carry out field research,research and analyze the current situation and problems of urban community service system in Yantai City,analyze the reasons behind the problems,and then make a horizontal comparative analysis of the national people in recent years The "innovation achievements of community governance in China" selected by the Ministry of government respectively selects four typical cities for analysis and comparison,draws lessons from the common points and advantages and disadvantages of the four modes,refines the overall idea and four basic elements of improving the urban community service system in combination with the actual situation of Yantai,explores and puts forward "taking the community as the platform,taking the purchase of services as the guarantee,taking the residents’ needs as the guide,and taking the project as the platform" As a path,the "supply chain" urban community service system,which is supported and supervised by the government,undertaken by social organizations,led by professional social workers and participated by volunteers,provides a new perspective for the theoretical research of community service and social governance,provides a reference for the construction of community service system in various regions,and helps to accelerate the formation of community construction,social organization construction and social work It is a good situation for community volunteers to share resources,complement each other’s advantages,promote each other and integrate development.
