| Since the beginning of the 21 st century,China has experienced several public health crises,such as SARS,bird flu and novel coronavirus infection.Public health emergencies have once again come into the public eye,and more and more attention has been paid to the prevention,control and emergency management of such incidents.The country’s capacity for grassroots governance is facing new challenges and tests.As the nerve end of the national grass-roots governance,urban community is the basic unit and backbone of the prevention and treatment of public health emergencies.Therefore,the introduction of community resilience theory to discuss the capacity building of urban communities to deal with public health emergencies provides a new way to prevent and resolve such risks,and is also the meaning of the topic to improve the national governance capacity and governance system modernization.First,the resilience theory is integrated into the construction of grassroots governance,and the results of existing relevant studies are summarized and sorted out.Five index dimensions of community resilience assessment are proposed.At the same time,the concept of community "15-minute life circle" is introduced to construct a community resilience assessment system under public health emergencies.The time of daily life and emergency situation is fully covered,the space of the community itself and the surrounding living circle is fully covered,and the service objects of the young and middle-aged people,the old and the young people are fully covered.Secondly,Delphi method and analytic hierarchy process were used to assign and calculate the weights of all indicators in the evaluation system,and finally determine the weights of all indicators,so as to build an evaluation system for community resilience construction in response to public health emergencies.Then,taking X community of L Street in Guangzhou as the research object,the established evaluation system was scored and evaluated to determine the resilience construction of the target community.The evaluation found that the target community had weak self-organization ability of community emergency response;The humanization of management needs to be strengthened,and the response to the special needs of special groups is insufficient;Lack of social capital and weak relationship inside and outside the community;Insufficient utilization of community space resources and other problems.Finally,the corresponding solutions to improve community resilience are given,including: improving community emergency autonomy based on the self-organization theory;Demand-oriented,ask the need to ask the people;Gather residents’ consensus and cultivate the concept of co-governance;Optimize the distribution of resources and rationally plan the land space.It provides reference for community resilience construction in response to public health emergencies in the future. |
