| Today,with the rapid development of urbanization,the public has higher and higher requirements for urban public safety.In the face of the increasingly complex situation of public emergencies,the resilience theory has been gradually introduced into the emergency management system.Cities bear huge pressure to deal with public emergencies.Communities are the first line to deal with public emergencies.The construction of community resilience can effectively alleviate the pressure of urban public security.In December,2019,the outbreak of COVID-19 spread all over the country for a time,which had a great impact on people’s lives and work.As the first line of defense against public emergencies,the community is also the basis for ensuring the normal life of the people.Compared with other communities,old urban communities are more vulnerable and have more problems.It is very necessary to study the resilience construction of old urban communities.Through literature analysis,based on resilience theory and collaborative governance theory,combined with expert opinions,this thesis uses analytic hierarchy process to construct an urban old community resilience evaluation system including five primary indicators of physical resilience,institutional resilience,economic resilience,community capital and demographic characteristics and 20 secondary indicators.Taking three communities in n city as an example,this thesis analyzes the good experience and shortcomings of multiple subjects in various aspects,Analyze the deep-seated reasons for the deficiencies,mainly including the lack of refuge and disaster bearing function of old communities;Unreasonable community space planning;Lack of community identity;The proportion of vulnerable population is high,etc.According to the cause analysis,this thesis puts forward countermeasures and suggestions to further improve the resilience of old urban communities from five aspects: adjusting measures to local conditions and planning emergency shelters;Promote the disaster adaptation transformation of old communities,and add barrier free access and aging facilities;Encourage residents to participate in community affairs and establish good neighborly and friendly relations;Adjust the allocation of resources and reduce individual vulnerability. |
