Health supervision assistant service is an important initiative for the equalization ofpublic health service. It helps consolidate the foundation of the health supervisionsystem, play an active role of outpost for health supervision, and effectively mitigate theproblem of current insufficient supervision and enforcement resources. As theimplementation body of health supervision assistant service, health supervisionassistants are the foundation of this system, therefore, their personal competency,service capacity and working attitude and other factors would have great impact on thequality of health supervision assistant service. According to Fredrick Herzberg’sMotivator-Hygiene Theory, the thesis conducts a research on the current development ofhealth supervision assistant service and the development and management of assistantteam in Guangzhou, through research methodologies such as literature analysis, fieldresearch, consulting and interview approach, questionnaire investigation, statisticsanalysis, and other approaches. It analyses the current motivation development andmotivation needs, and builds a motivation model for health supervision assistant inGuangzhou, and also provides relevant solutions and supporting measures to themotivation of health supervision assistant to help enhance the motivation level andperformance of health supervision assistant.This thesis is divided into five parts:Firstly, it introduces the background, theory basis, research progress implicationand purpose,object and approach of research,quality control and statistical analysisapproaches. In the second part, it presents the basic situation of the health supervision assistantunit,the current development of health supervision assistant service and the allocationof health supervision assistant human resources in the administrative districts inGuangzhou.The influence degree of satisfaction with the cognitive differences of healthsupervision wardens of the motivation factors and hygiene factors in Guangzhou, andcompare the classification,reclassiffies of Hygiene factors and Motivational factors into three categories.In the third part, it elaborates the status of incentive and the problems arisen fromthe motivation of assistant team in Guangzhou from two aspects of the motivationfactors and hygiene factors.In the fourth part, it analyses the reasons of the motivation of health supervisionassistant in Guangzhou.In the fifth part, based on the construction of assistant motivation model, the thesisprovides solutions and supporting measures to the motivation of health supervisionassistant according to the Two Factors Theory. Finally, it concludes the thesis with theresearch conclusion,innovation point,confine,and outlook.The innovation in the research here is the introduction of motivation study into thehealth supervision assistant service, which in the first time applies the Two FactorsTheory in the analysis of the motivation management of health supervision assistant inGuangzhou. It expands the scope of the motivation study and the research object of theTwo Factors Theory.The major research results in the thesis include the reclassification of Hygienefactors and Motivational factors into three categories, i.e. dominant factors, secondaryfactors and maintaining factors. During the process of motivation measure preparationand implementation, different levels of motivation measures will address differentfactors; with strong motivation measures address the dominant factors, weak motivationmeasures address the secondary factors, and maintaining the status quo with regards to the maintaining factors. Another highlight in the thesis is the motivation model forhealth supervision assistant, which makes the motivation solutions more practical.
