Labor employment is the basic rights of citizens, each disabled people enjoy equal employment and career choice endowed by law, obtain the labor remuneration or income, the right to accept vocational skills training. Every disabled people want to participate in the society with an equal identity like other people. The employment is an important way for them to participate in the society, making disabled people realize their self-value and better integrated into society. But in actual situation, some problems occurred in the policy execution, leading to the undesired effect on the policy deviation. The article will study disabled employment policy implementation of Jinan.In order to promote the employment of the disabled, the state and local issued a series of policies, laws and regulations for the disabled. With the state attaching great importance to employment of disabled people, Jinan has also formulated a series of employment policies for disabled people. First, market-oriented employment policies which aim to improve the disabled people’s capabilities through professional training adapted to the labor market; Second, protective employment policies which promote employment of disabled people relying on the forces of various social sectors through mandatory or incentive measures for the employers to employ disabled people; Third, supportive employment policies which facilitate employment of disable people by improving the transportation conditions. The implementation of these employment policies have improved employment of disabled people in Jinan, which is moving toward universal, stable and rational development. But the executive body has appeared some problems in the policy implementation, such as insufficient policy propaganda, inadequate policy-executors, symbolic policy execution, etc. These problems will deviate the policy’s expected effect and affected the employment goals.We investigated the implementation of the employment for disabled persons by the methods of the questionnaire and case interview and literature research. The essay mainly includes three aspects. First, we analyze the status quo of Jinan employment for the disabled, emphasizing on the content and executive situation of marketability employment policy, employment policy and auxiliary employment policy. Second, we use the data and information from the survey explored to explain the problems which exist in the policy implement. Using Sabatier and Mammalian’s comprehensive model analyzed the policy respectively from the characteristic of policy issues, policy itself factors, factors other than policy. At last, give some suggestions for these problems. Mainly includes the following points:one is to strengthen policy issues can do. The second is to improve the ability of regulating the policy itself. The third is to coordination factors other than policy, that is perfect implementation evaluation mechanism actively and introduce a third party assessment, etc.
