| Inclusive institutional care means that under the guidance of government policies,fully mobilize market forces,adhere to the principles of fairness and inclusiveness,and provide all the elderly with reasonable prices,sufficient supply,guaranteed quality and services through institutional care The rich elderly care services of the project meet the diverse needs of elderly care groups,so that the elderly can buy,afford,buy well,and buy with confidence.On February 22,2019,the National Development and Reform Commission,the Ministry of Civil Affairs,and the National Health and Health Commission issued the"Implementation Plan for the Special Action for Inclusive Elderly Care in Urban-Enterprise Linkage",focusing on"government support,social operations,and reasonable pricing" and in-depth cooperation,Continue to expand the effective supply of inclusive elderly care services.Zhengzhou City,Henan Province is one of the first pilot cities for this special action for inclusive elderly care in the city-enterprise linkage.It has a large aging population base,rapid growth,a large number of empty-nest elderly and an obvious trend of aging development,and the current institutional elderly care in Zhengzhou The state of development has been unable to meet the increasing demand for multi-level and diversified elderly care services of the elderly.Therefore,through the research on the development of inclusive elderly care in Zhengzhou City,we hope to provide feasible suggestions for the healthy development of inclusive elderly care in Zhengzhou City,so that the majority of the elderly can enjoy high-quality and cheap inclusive elderly care services.This article takes Zhengzhou City as the research area,and takes the development of inclusive pension institutions in Zhengzhou City as the research object.It uses literature research,questionnaire surveys and field interviews and other research methods,using bottom-line fairness theory,welfare pluralism theory,customer orientation theory and public products.The theory is the theoretical basis,and the related concepts of inclusive pension,institutional pension and inclusive institutional pension are defined,and then the plight and causes of the development of inclusive institutional pension in Zhengzhou are explored.Although the scale of inclusive pension institutions in Zhengzhou City has been expanded,service content has increased,policy support has been further strengthened,and an information platform has been initially established.However,there are still problems such as the imperfect supply of inclusive elderly care services,the low inclusiveness of institutional elderly care prices,the quality of inclusive elderly care services need to be improved,and the inclusive institutional elderly care supervision and evaluation system needs to be improved.The reason lies in the insufficient participation of social forces,the inadequate implementation of inclusive support policies for the elderly,the low matching of service supply with the needs of the elderly,the shortage of inclusive institutions for the elderly,and the lack of inclusive standards for institutional elderly.Drawing lessons from Japan’s diversified,American market-oriented,and British humanized institutional pension models,as well as the reform and exploration of institutional pension models in Nanjing,Shanghai,Dongguan and Kaifeng in China,the functional positioning of pension institutions has been clarified,and humanities are emphasized.Caring,combining with other old-age care methods,and reasonable introduction of the PPP model.It then puts forward suggestions to improve the supply of inclusive institutions for the elderly,increase the inclusiveness of institutional elderly care prices,improve the quality of inclusive institutional elderly care services,and improve the inclusive institutional pension supervision and evaluation system to promote the healthy development of inclusive institutions in Zhengzhou. |
