"Capacity-incentive":Choice Logic Of County-level Government Policy Implementation

The county-level government is the intermediate link between the central government,the provincial government,the regional government,the township government and the village government.The county-level government is the basic administrative organ to promote the national economic and social development,and also the leading force for the implementation of national policies at the grass-roots level.In the process of implementing the superior policies,the policy implementation of the county government determines the success or failure of the whole policy system.Therefore,the research on the policy implementation of county-level government is not only an important theoretical problem,but also an important practical problem.The existing research on the policy implementation of the county-level government focuses on understanding the government’s policy implementation of the grass-roots government from a negative perspective.The explanation of its reasons is mostly from selective execution,bureaucratic bureaucracy,promotion tournament,administrative contract system,formalism,and other perspectives,ignoring the factors of the county-level government itself as the main body of policy implementation.Therefore,for the understanding of the county-level government policy implementation in the process of modernization,there are deficiencies in the analysis method and theoretical perspective.This paper analyzes the shortcomings of analytical methods and theoretical perspectives.As the core subject of policy implementation,county-level government’s own ability and incentives are the core variables that affect its policy implementation behavior.Taking behaviorism as the research method,starting from the practice of policy implementation of county-level government,this paper analyzes the influence of county-level government’s capacity and incentive,and deduces "weighted implementation under strong capacity and incentive","standard implementation dominated by capacity under strong capacity and weak incentive","standard implementation dominated by incentive under weak capacity and strong incentive","Code subtraction execution under weak capacity and weak incentive".There are four kinds of logic of county government policy implementation patterns.We should start from the practice of policy implementation of county-level government,straighten out the internal logic of its policy implementation behavior,improve the policy implementation capacity of county-level government,optimize the incentive system of county-level government,promote the modernization of governance capacity of county-level government,and consolidate the basic foundation of national governance.
