The police substation is the base and carrier of public security work. To reach the strategic target of current public security work, what should be first researched an solved in public security administration no doubt should be building up and perfect a set of police substation performance management system in strategic direction.The performance management means that in order to attaining the built-up target, through the process of planning, organizing, commanding, corresponding, controlling and "keeping opening communication process", to connect organization target with individuals to activate and promote numerous valuation creation factor, so that we can form strong driving power from inside and pulling power of outside, which can push the team and individuals to behave in the direction that is propitious to reach the goal and realize the whole performance increasing. And than the value expected can be created.Now Pudong is pushing forward the comprehensive reformation with all strength. While keeping the economy developing rapidly, the Pudong new area government is carrying on the unremitting effort in the aspects of enhancing and improving the society management. As the same, the government itself must reform and change itself continuously into a responsibility government, a performance government and a service government. Public security work also must be adapted to the new requirement, realize the new change as soon as possible, which is just the definite direction for the performance research of public security work. In recent years the Pudong branch bureau has made a lot of quests and effort on improving the measure and increasing of performance examination. But along with the development of the situation much maladjustment, problem and difficulty such as "examination just for examination", "replacing management with examination" and "performance examination unmatched with strategic target" etc. appeared.This article made an elaborate analysis on the Pudong public security bureau's environment inside and outside in the direction of performance examination theories, and defined the position and the development target of police substation according to the Pudong comprehensive reformation's requirement to public security work. Aiming at solving the problems of sticking point, we created the target improvement management method, which mainly use the "Key Performance Indicators,KPI" and evaluation from inside and outside, to build up a set of comprehensive performance management thinking system with various performance management mechanism. And now the system has passed the test operation in 2007, which concretely verified how to build up the performance administration system based on stratagem in public security police substation, to promote the performance effect and reach the organization target of police substation of punishing the crime, maintaining the public order, serving the people and protecting the safety of local district. Further more, the system should adapt itself to the modern public management development direction continuously. And after that, we reviewed and summarized the experience and lessons in practice and made further thought to realize improvement and perfection in the future.
