Consolidate The Effective Connection Between Poverty Alleviation Achievements And Rural Revitalization

The 19 th National Congress of the CPC pointed out that we should "resolutely win the battle against poverty" and make major decisions to implement the "strategy of rural revitalization".On the morning of February 25,General Secretary Xi solemnly announced that after eight years of continuous struggle,the battle against poverty had won comprehensive victory,and that China had fulfilled the goals and tasks of the new era as scheduled,this laid a foundation for the implementation of the rural revitalization strategy.Relatively speaking,rural revitalization is based on poverty eradication,with the starting point of preventing the masses from returning to poverty,consolidating the achievements of poverty alleviation as the starting point,and finally completing the modernization of agriculture and rural areas,realize the powerful development of agriculture,the beautiful rural living environment,the farmers of the common prosperity of the good wishes.In the current situation,how to promote the effective connection between poverty alleviation and rural revitalization has also become an urgent problem to be solved.Especially,as a grass-roots government,we should consider how to use effective and feasible public policies,to consolidate the achievement of poverty eradication and achieve the goal of rural revitalization.Taking Jiaokou town in Yanchang County as an example,this paper,using the method of Investigation and Empirical Research,studies the effective link between consolidating the achievements of poverty alleviation and rural revitalization from the perspective of the grass-roots government,a series of countermeasures and suggestions are put forward.Based on the analysis of the concepts of poverty alleviation and rural revitalization,this paper introduces the basic situation of poverty alleviation,the consolidation of the achievements and the experience of Rural Revitalization in Jiaokou Town,Yanchang county.By using the investigation and empirical research method,the paper concludes that there are no obvious role of farmers in Jiaokou Town,and the construction of rural talents is not strong The paper analyzes the five main problems,such as the unsatisfactory effect of grass-roots villagers’ autonomy,the difficulty of industrial transformation and upgrading,and the imperfect protection of the rights and interests of grass-roots cadres.The paper sorted out the reasons for the insufficient participation of farmers,the lack of rural talents resources,the weak strength of grass-roots organizations,the lack of the strength of industrial development,and the poor incentive mechanism.Finally,in view of the problems and causes,the government functions are used Sustainable development theory,put forward the cultivation of farmers’ main consciousness,the realization of rural cultural revitalization,the improvement of the personnel security mechanism,the revitalization of rural talents,the encouragement of diversified development of industries,the revitalization of rural industry,the promotion of the basic party building standards,the revitalization of rural organizations,the improvement of the basic governance mechanism,the revitalization of rural system and other countermeasures and suggestions.
