| Police agencies are the first frontline to combat crimes,and they are also the first position to maintain social order and harmony.In the modern urban society of "ruling the country by law",public security police agencies play an important role.With the continuous acceleration of urban construction and economic development,the urban security environment has become more and more complex.At the same time,under the background of the new era of constantly advocating the concept of service-oriented government,the government’s functions have also undergone major changes.The traditional police management has been Unable to adapt to the needs of urban public security management in the new environment,how to better play the role of police agencies in social security management and provide citizens and society with high-quality and efficient public security services has become an important task for police reform in the new era.Under this premise,the division of labor of police functions,the integration and adjustment of police types,and the coordination and mutual assistance of departments have produced new work requirements and exploration directions,which are relatively blank in the previous research and exploration of police institutions.Performance management is the focus of the development of modern human resource management.The establishment of a scientific performance management system in the police reform will help to motivate the quality of police personnel and improve the purpose of public security police agencies in serving the people.The police reform in Nansha New District was officially implemented in January2018.It is a comprehensive and deepening reform in the field of public security carried out by the Guangzhou Public Security Bureau,focusing on the concept of police affairs,police organization,police procedures,and police resources.Among them,as the first landing project of police reform in Nansha New District of Guangzhou,the establishment of the "Nansha Police Pioneer Action Team(PTU)" provides support and guarantee for the implementation of armed patrols in the jurisdiction to quickly and accurately combat current crimes on the street.In order to better play the role of this new type of police force,this article focuses on the police reform in Nansha New Area,and explores the performance management of the police mobile unit.The study made a comprehensive analysis of the existing performance management system,affirmed the results achieved,but also pointed out the deficiencies in it,and put forward more operational and democratic performance management recommendations.It is hoped that through this subject research,it will be able to explore further advances in the research progress of the theory of public security police performance management,and contribute to the role of the Nansha New Area Police Tactical Unit and the effective implementation of police reform. |
