Abstract/Summary:
The report of the 19th CPC National Congress(2017)clearly put forward the theoretical proposition of "shifting the focus downward to innovate community governance".At present,as the governance unit of urban grass-roots organizations,there is still a certain gap in the scientific,refined and legalized level of community governance,and the enthusiasm of community residents,as the main body of autonomy,to participate in governance has not been fully mobilized.In the new stage of development,it is necessary to improve the new pattern of community governance featuring co-governance,co-construction and shared benefits,and to move the focus of community governance to the community in order to enable residents to have a sense of happiness,gain and security through "micro-autonomy" in the "last mile" of community governance.Chengcheng open old village belongs to the sink unit of chengcheng community governance,pure community governance or autonomy of rural governance mode cannot be well applied to the community of city village,this article in chengcheng open old residential area as the research object,discussed the practice of "autonomy",to meet the requirements of improve level of management,Further enrich the experience and theory of community governance.Based on the theory of fine governance,participatory governance and empowerment,this paper studies the "micro-autonomy" of the open old community in Chengcheng County.The author believes that there are five problems in "micro-autonomy" governance,such as the unchanged concept of "micro-autonomy" governance,the unclear governance subject,the imperfect governance system,the mismatch of governance technology,and the lack of guarantee of governance resources.This paper adopts the semi-structured interview method,questionnaire survey method,case study method and other research methods to analyze the problems existing in the "micro-autonomy" of the open old community in Chengcheng County.It is believed that the main reasons behind the governance dilemma are the unclear government functions,and the joint force of "micro-autonomy" is difficult to form.The degree of participation of residents is not high,and the ability of "micro-autonomy" is insufficient.The main structure of governance is single,and the power of "micro-autonomy" is weak.The service level of "micro autonomy" is not high;Low degree of rule of law,"micro autonomy" system protection is not effective.Through the case study of Jiulu New Village,this paper discusses the governance mode and operation mechanism of "micro-autonomy",and summarizes the experience for reference.Finally,it puts forward the countermeasures and suggestions to optimize the "micro-autonomy" of the old open community in Chengcheng County,including transforming the concept of "micro-autonomy";"Micro-party construction" leads to the formation of a new pattern of "micro-autonomy";Conserving and integrating "micro-autonomy" resources to promote the refinement of governance;Transforming the subject and consciousness of "micro-autonomy";We will improve the system and mechanism of "micro-autonomy".Through the research on the "micro autonomy" of the old open community in Chengcheng County,the following conclusions are drawn: Government empowerment is the basic condition to realize "autonomy",the ability of residents to participate in the "autonomy" determines the level of "autonomy",in the process of "autonomy" pursuit of refinement,"autonomy" to open old village and community autonomy provides the experience for reference,rich residents autonomy theory foundation,in addition,the "micro autonomy" also has certain limitation,Should cause the corresponding concern,the future "micro-autonomy" also has some prospect.
