| In the process of implementing the development of informatization in administrative institutions,due to different development periods or different technical means,different operation platforms and databases are produced,which inevitably leads to the formation of information islands.However,with the increasing degree of informatization in various units,it is bound to bring the phenomenon of overlapping.Some units have information management systems such as public security political work information system,personnel file system,civil service system and establishment system,so it is necessary to upgrade and reform them into a whole personnel file informatization project.In view of the possibility that such risk management problems may be magnified infinitely in the later implementation of the informatization project,the author intends to inject the related theories of risk management into the informatization project of P unit’s personnel files.Collect the risk factors of informationization projects,and then the author’s field research,expert group meetings and argumentation were collated and summarized to determine the risk categories of four criteria layers and obtain the risk factor sets that need the risk assessment process later.AHP analytic hierarchy process,expert scoring method and other methods are applied to the risk assessment process,so that quantitative risk factor data of information projects can be obtained.In the next process,Borda order value method and risk matrix method are used to sort the risk factor sets identified in the early stage,and then the final weight value is calculated.In this way,the important risk factor set of the personnel records informatization project of P unit can be collected,and then the total risk value of the project can be obtained.By comparing the lookup table,the risk grade of the project can be obtained.In the subsequent risk response process,combined with the specific implementation of the personnel records informatization project of P unit,risk response strategies were carried out for all identified risk factors.Through the research,the paper thinks that it is necessary to upgrade and innovate the personnel archives informatization project of P unit,which can not only avoid the duplication of system functions and data,but also liberate a lot of human,material and financial resources.But in the face of the particularity of the nature of the unit and personnel files,it will also bring risks to the successful completion of P unit personnel file information project.The purpose of this paper is to help P company to successfully complete the informatization project under the condition of ensuring quality and avoiding risk.The combination of risk management theory and P unit personnel archives informatization project is to realize the informatization project from risk factor identification,qualitative and quantitative analysis,to highlight the key risk factor set that needs attention,and then carry out risk response to the identified key risk factors,and formulate detailed risk response strategies to resist potential risks,In this way,the whole process of risk management of the information project is summarized.The research conclusions and solutions obtained in this paper should greatly reduce the risk probability and impact of this informatization project.It is also hoped that the risk management process and conclusions obtained in this paper can provide theoretical experience and practical model reference for similar informatization projects of administrative institutions in the future. |
