| With the rapid development of economy and society in China,new rural community has gradually formed in rural areas of our country,which makes full use of the available various resources of village and realizes the harmonious coexistence between man and nature.New rural community is the basic unit of our country’s grass-roots social governance,carrying the mission of promoting the national grass-roots social governance to be a better governance.In the report of the Nineteenth National Congress of the Communist Party of China,when putting forward the "strategy of implementing rural revitalization ",it is emphasized that we should strengthen the infrastructure in rural areas and improve the rural governance system,that combines autonomy,rule of law and rule of virtue.The integration of autonomy,the rule of law and the rule of virtue will give full play to the maximum energy of rural governance,improve the modern rural governance system to realize the integration of autonomy,rule of law and rule of virtue in socialist rural.In this context,a number of advanced and typical "three governance" integrated governance models have emerged,because all over the country would have its local characteristics and take a brave research or innovation governance of rural community.In the past two years,in the process of implementing the strategy of rural revitalization,Sichuan Province has constantly consolidate and strengthen the Party’s leadership and exemplary role,innovating the governance mode of new socialist rural community with characteristics of "autonomy,rule of law and rule of virtue",build a rural community governance system dominated by rural(community)cadres,villagers,government and non-governmental organizations.After the implementation of the "three governance" integrated governance in line with local conditions,Sichuan Province has achieved certain results,but there are also some puzzles and difficulties in the process of implementation.How to promote the high-quality integration of autonomy,rule of law and rule of virtue,give full play to the synergistic effect of the three,and form a pattern of collaborative governance is still worth exploring.This paper selects,the implementation of "three governance" integration governance of new rural community in Pujiang County as a typical case of rural community governance.Pujiang County takes the promotion of social and economic demand of "from the pursuit of living to a pleasant and livable" as its governance goal.,The innovative governance model,which insists on the core of Party building,takes autonomy as the foundation,rule of law as the key link and rule of virtue as the soul,effectively promotes the good order and good governance of rural communities.This paper selects the basic theory of Collaborative Governance and Polycentric Governance Theory as the theoretical basis,using policy analysis method,field research and other methods.This paper expounds the basic situation,the current situation of governance,the specific practice of "three governance" integration governance,the substantive results and constraints of the new rural community in Pujiang County,From the four aspects of autonomy,rule of law,rule of virtue and the integration of "three governance",this paper makes an in-depth analysis of the role orientation and strategy selection of autonomy,rule of law and rule of virtue,as well as the internal mechanism of the integration of "three governance" and how to integrate them.From the analysis of the close relationship between the three governance,it comes to the conclusion that the new rural community governance must be "three governance" integration in order to give play to the system function and overall effect of governance.Pujiang County new rural community to implement the "three governance" integration of governance,in the autonomy,rule of law,rule of virtue three aspects of governance ideas and methods are worth learning,but there are also shortcomings in practice.This case study summarizes the experience and practice of Pujiang County’s new rural community governance by combing and analyzing,and draws inspiration from the "three governance" integrated governance model,so as to form the rural governance experience that can be copied and worthy of promotion. |
