| The balanced development of education is a universal educational philosophy throughout the world.In recent years,it has also become the mainstream orientation of the Chinese government’s educational development policy,especially in the policies and measures to promote the balanced development of basic education.Currently,China attaches great importance to the basic education of ethnic minorities,and emphasizes the equalization of education.Accordingly,researchers have carried out abundant theoretical research and practical analysis on this problem.This thesis takes the promotion of the balanced development of compulsory education in L County,Sichuan Province as the research object to conduct an in-depth research.The research of this thesis consists of four parts.First of all,it conducts research on the current situation of promoting the balanced development of compulsory education in L County,and states the main measures of L County facing low temperature and hypoxia,inconvenient transportation,and unstable communications.Secondly,it analyzes the current situation and existing problems of the balanced development of compulsory education in L County through theory and practice.According to the theory of education fairness,the specific problems are as follows: unstable investment in education funds,unbalanced allocation of school facilities,unbalanced allocation of teachers,and unsatisfactory school-running quality and output.Secondly,according to the theory of equalization of public services,this thesis explores the causes of the unbalanced development of compulsory education in L County.In-depth analysis of the causes of the problem of the unbalanced development of compulsory education in L County are conducted: The guarantee mechanism of balanced development policy of compulsory education needs to be improved,the restrictions from the local environment,and the influence of education policy.Among them,the specific reasons for the lack of policy guarantee mechanism for the balanced development of compulsory education are:education policy is restricted by undeveloped economy and lack of long-term overall planning of education funds;the specific reasons are the restrictions from the local environment such as special folk customs and complicated geographical environment;poor school quality and output are affected by the local education policy: compulsory education "centralized schooling" strategy ignores the connection between young and elementary schools.Finally,the measures and suggestions for L County to further promote the balanced development of compulsory education are put forward according to the causes mentioned above.Among them,the specific suggestions for improving the policy guarantee mechanism for promoting the balanced development of compulsory education in L County are: improving the scientific decision-making mechanism of education,the funding guarantee mechanism,and the guarantee mechanism of school hardware facilities;The specific suggestions for creating a good environment for promoting the balanced development of compulsory education in L County are: creating a harmonious social ecological environment,a good policy support environment,and a fair and balanced education environment;the specific suggestions for improving the supporting measures for improving teaching quality are: strengthening teachers Team building,improving the quality of teaching,strengthening the construction of school teaching information,and the connection between young and elementary schools.The research in this thesis can provide theoretical support for the local and national promotion of the balanced development of compulsory education in ethnic minority areas.At the same time,it will also help ethnic regions and alpine mountainous areas to better realize our country’s national policy of balanced development for compulsory education,and will help ethnic regions to further improve the quality of schooling,better promote educational development,and achieve balance with contemporary and practical significance.It also provides a certain reference value for county-level departments in other ethnic minority areas in western China to promote the balanced development of compulsory education. |
