Research On The Problems And Countermeasures Of City Community Transferred From Rural Region In Hangzhou

As the smallest unit of national governance,good community governance is of great significance for the sustainable and healthy operation of society.In order to achieve the best state of community governance,it is not the one-way behavior of the government,but the joint action and mutual influence of multiple stakeholders.Especially since the 19 th National Congress of the Communist Party of China,the Party Central Committee has promoted citizen participation in community governance to an unprecedented height,and the new pattern of social governance of co construction,CO governance and sharing is speeding up.As a community type under the background of rapid development of urbanization in China,the governance of "city community transferred from rural region" directly affects the overall situation of community governance in China.Hangzhou,as one of the first cities in China to launch the pilot project of "removing villages and building houses",occupies half of the country.This part of the community governance level largely determines the overall level of the city’s community governance.The P Street selected in this paper is located in the east of the Central District of Hangzhou,which is one of the fastest urbanization areas in Hangzhou.It is also a representative area with a large number of "city community transferred from rural region" communities.In recent years,P street and many communities under its jurisdiction have made a lot of explorations on citizens’ participation in community governance,and achieved some results.But on the whole,there are still some problems,such as the depth of participation content is not enough,the diversity of ways is not enough,the link is not enough,the effectiveness of the results is not enough and the system is not perfect.It has become an urgent issue to speed up the construction of an autonomous and co governance pattern of citizen participation,establish an orderly mechanism of citizen participation,and improve the quality and efficiency of participation.Based on the theory of community governance and citizen participation,and the current situation of citizen participation in community governance of P street,this paper analyzes the causes of influencing citizen participation from five dimensions of content,mode,link,effect and system.On the basis of investigation and research,combined with the relevant successful experience,this paper puts forward some suggestions on how to make clear the community orientation,how to improve the quality of citizen participation In order to further promote citizens’ participation in community governance,we should improve the awareness and ability of citizens’ participation,and improve the guarantee system of "city community transferred from rural region" citizens’ participation.
