Study On The Citizen Participation In The New Rural Community Governance In China

China's new rural community governance is in the transition period,from the traditional Government-managed rural community to the new rural community of civic autonomy.Governance theory and governance methods are essentially different from the traditional rural communities.Under the model of civil autonomy,the level and degree of citizens' participation in public affairs will become an important measure of the level of new rural community' citizen autonomy.The methods to make the new rural community residents to participate in the orderly and effective governance and solve the problem of villagers in the process of participation in the new rural community become the new rural community governance transformation'top priority.Different from the traditional Government-dominated management of the rural community,the essential requirement of the new rural community governance is citizen participation,which aims to construct the management system of the government,enterprises and citizens.The promotion and development of new rural community governance is inseparable from the participation and governance of community citizens.Therefore,citizen participation in the governance of new rural communities is an extremely valuable research topic.Taking the reality of China's new rural community as the macro background,taking the citizen participation in the new rural community governance as the main line,drawing on foreign governance theory and participation in democratic theory.First of all,the analysis of the new rural community governance in the practice of citizen participation and the feasibility of the theory;Secondly,it mainly analyzes the problems existing in the citizen participation in the new rural community governance in China from the aspects of economy,politics,culture and society,and the causes of these problems.Finally,in view of the above problems and the combination of domestic and international success cases,put forward countermeasures.First of all,put forward the corresponding measures in the system level.The next,put forward the corresponding measures in ideological and culture level.In this paper,combining theory with reality,this paper puts forward reasonable countermeasures to rural citizen participation governance from the aspects of institution construction and non-institution construction.Which is helpful to promote the development and perfection of new rural community governance theory,to realize system innovation,and to improve the quality of citizen participation,to accelerate the construction of a socialist harmonious society,has an extremely important theoretical and practical significance.
