Government administrative performance evaluation is a research hotspot in the field of public administration,and since the rise of the1980 s,the administrative performance of local governments in China has received great attention.With the continuous advancement of the reform of China’s administrative management system,the evaluation of local government administrative management performance has been relatively in-depth development.At the provincial and prefectural level cities,administrative performance evaluation has been practiced more and more extensively,a relatively complete evaluation system has been constructed,and the evaluation results have been fully utilized,forming an effective model such as the "three civilizations" construction target system in Qingdao And the "10,000 people reviewing the government" in Nanjing.However,Tibet started late in evaluating the performance of local government administration,and there are fewer achievements in the research field,and there is a lack of application of theoretical results.Based on the relevant theories of the performance evaluation of local government administration in China,this paper analyzes and designs the index system of the administrative management performance of local governments in Tibet,comprehensively evaluates the administrative management capabilities of local governments in Tibet from eight aspects:transfer payments,honest administration of civil servants,the proportion of civil servants in the total population,the proportion of civil servants with bachelor degree or above,the stability of policies,the openness of government affairs,the fairness of law enforcement,and the intensity of cracking down on counterfeit and shoddy products.Through data analysis,the local government of Tibet should strengthen the supervision,administrative supervision,and evaluation of government expenditures of civil servants;strengthening the openness of government affairs and improving the comprehensive quality of civil servants are the top priorities.This article is divided into five chapters,the details of which are as follows:The first chapter is an introduction,which mainly introduces the research background,research significance,research ideas and methods,and the innovation points of this paper.The second chapter is a conceptual definition and a review of domestic and foreign research,reviews existing research,and proposes a theoretical basis for this paper.The third chapter is constructed for the evaluation of the performance of local government administration in Tibet.This chapter introduces how to establish an indicator system and analyzes the performance evaluation system of local government administration in Tibet,and puts forward relevant problem assumptions.The fourth chapter is deals with data sources and data analysis.In this paper,the Delphi method is used to sort the importance of four secondary indicators and eight tertiary indicators,and the judgment matrix is established,and the judgment matrix is used to calculate the combined weights of the elements of each layer,and finally the data is analyzed by AHP.The fifth contains is the main conclusions and countermeasures.In view of the relevant problem assumptions proposed in chapter 3,through the data analysis of chapter 4,the conclusions are summarized,and targeted countermeasures and suggestions are made for the proposed problem assumptions.
