Study On The Optimization Of Management System Of Hebei Development Zone

The development zone has been built and developed in China for 40 years,and it is also the 40 years of reform and opening up.The economy and society have made great progress.It has always played a bridgehead and vanguard role in promoting the improvement of all parts of the country,which has also made great contributions in accelerating the reform and opening up,promoting the adjustment of economic structure,changing the mode of development,and pushing forward scientific and technological innovation,thus being the most dynamic fertile land for investment in China.In recent years,the global development situation,especially under the influence of economic globalization,international financial crisis and the adjustment of domestic industrial economic structure,has been changing.Many problems in the development zones of Hebei Province have been exposed continuously.Its leading role has been constrained by the weakening of the existing advantages,the reduction of the driving force,and the unreasonable system and mechanism.As the first factor to maintain the vitality of the development zone,a reasonable system is the only way to solve the current problem of not adapting to market changes.The management system of Hebei provincial development zones is the research object of the paper.At present,there are 153 development zones above the provincial level in Hebei,of which 138 are at the provincial level,accounting for 90%.The research on Hebei provincial development zones is of great significance to promote its management system reform.The development zone of Oriental Food City in Longyao County is selected as the specific entry point which was founded in 2003 with remarkable achievements.However,in terms of management system,there are many problems that need to be solved urgently.With the new situation,new era and new requirements,the reform and innovation of the management system of Hebei provincial development zones must be placed on the agenda.What is the direction and focus of the current reform? What should we learn from advanced development zones at home and abroad? What are the characteristics of the management system of Hebei development zones and each specific development zone? How to carry out system reform based on the local conditions to ensure its original wish? These are existing problems requiring careful analysis which should be solved immediately.Based on the hierarchical theory,horizontal theory and multi-center governance theory,this paper takes the development zone of Oriental Food City in Longyao County as an example to analyze the problems existing in the management system of Hebei provincial development zone.The reasons for the above problems are as follows.First,the Development Zone Law has not yet been promulgated.It is impossible to define the nature and status of the development zone merely by relying on the local temporary regulations,which leads to a series of system problems.Second,in the process of social development,the continuous strengthening of the vertical management has hit the original intention of "small government,large society" and "closed operation,high efficiency and convenience".Conflicts between different sectors are intensifying and the administrative efficiency has obviously declined.The third is the dilemma of insufficient staff but large business volume.Affected by the traditional management system,the development zone needs to be comprehensive in its business.However,the lack of adequate staffing results in the inability to give consideration to both the quantity and quality of business.Fourth,there is a lack of attention to the functions of social organizations.The government focuses on administrative management,but lacks arrangements for the needs of service providers in finance,trade unions,research and development.Most social organization functions remain superficial without playing their roles.Through research and analysis,the paper proposes that the goal of reform and innovation in Hebei provincial development zones should focus on economic function,social function and coordination mechanism,and adhere to the principles of administration according to law,separation of government functions from enterprises,practicality and efficiency,and the consistency of power and responsibility,which can be achieved through the following ways.The first is to take the law as the basis,straighten out the institutional relationship of development zones and build a standardized development zone.To establish the economic and social management authority of Hebei provincial development zones through legislation,and to clarify the legal status of the development zones;The second is being service-oriented.With modern and scientific thinking to build a service-oriented development zone.Continuously improve the service capability through reform of the examination and approval system,e-government,strengthening supervision.Develop the adaptability through flexible organizations and strengthen social functions through service outsourcing;Third,deepen the reform.Integrate the three elements of "human,position and performance" to create a horizontal development zone.Scientifically set up posts and responsibilities,optimize performance appraisal mechanism,and give full play to the role of each person and each post;The fourth is to mobilize the strength of social organizations and build a multi-center governance development zone.Utilize social organizations to make up for the shortage of government functions in terms of social and economic functions.The development zone has the connotation of experiment.Only through ceaseless reform and innovation can it keep pace with the times and maintain permanent competitiveness and vitality,thus accomplishing the historical mission of exploring the development path of socialist economic construction with Chinese characteristics.
