| At present,the existing pension models in PRC can be roughly divided into family pension,institutional pension and community home pension.With the continuous development of PRC’s social economy and the increasing trend of population aging,the number of families with "4 + 2 + 1" structure is increasing,and the traditional home pension and social institutional pension are facing very severe challenges,Community home-based elderly care model is expected to become an elderly care model in line with PRC’s national conditions and meet the growing elderly care needs of society.Under the background of the accelerated development of big data technology and the comprehensive development of social public services to community home-based elderly care services,with the continuous acceleration of PRC’s social aging process,it is imperative for the government to use public finance and social resources to provide community home-based elderly care services for the elderly.Through field visits,data analysis,interview survey,questionnaire survey,inductive statistics and other analysis methods,this paper understands and expounds in detail the current development status and main problems of community home-based elderly care in Luozhuang District,Linyi City,comprehensively analyzes the development bottlenecks of home-based elderly care services in Luozhuang District,and explores ways to solve the problems,This paper puts forward feasible suggestions for the better development of community home-based elderly care service in Luozhuang district.The following is the research framework: firstly,it describes the research background of this paper,and introduces the latest academic research results on community home-based elderly care service at home and abroad.Then,the academic concept of community home-based elderly care service is defined.After theoretical research,the data are obtained by questionnaire.Based on the analysis caliber of clhls survey in 2018(tracking survey of influencing factors of Chinese elderly health in 2018),the needs of the elderly for community home-based elderly care service in Luozhuang district are quantitatively analyzed;At the same time,it also analyzes the supply status of community homebasedelderly care services in Luozhuang district.By studying and learning from domestic advanced experience,the ways to optimize homebased elderly care services are obtained: community home-based elderly care services can be standardized by scientifically coordinating public elderly care resource planning,and the use efficiency of funds for community home-based elderly care services can be improved by effectively supervising the use of funds for community home-based elderly care services;We can also expand the supply subject of community home-based elderly care service market by introducing market competition mechanism.After summarizing and sorting out the advanced experience of community home-based elderly care service in PRC,it is for the development and planning optimization of community home-based elderly care service in Luozhuang District:(1)strengthen the leading role of the government and implement capital guarantee.(2)Strengthen scientific planning and management,and promote the standardization of community home-based elderly care services.(3)We will improve the professional construction of community home-based elderly care services and improve the quality of service personnel. |
