Resources Allocation And Service Optimization Research Of Community-based Old-age Home Care At Supply And Demand Adaptation Angle

An aging population has become a common problem in China, as a big city of Shanghai, the situation is particularly serious.Endowment as an important branch in social security has caused the attention of the government and society. At the end of 2015, the number of the elderly will account for 30% of household registration number. Due to changes in family structure and traditional ideas, pure family support functions increasingly weaken, institutional care can’t meet the needs of most of the elderly because of its capacity limits, economic affordability and the service quality. Under the current situation of the superposition of aging and great aging, the advantages of both are more popular. The paper is guided by needs and problems, from the perspective of supply and demand adaptation to explore community resources configuration and service optimization ways. I hope some views and suggestions provide the government decision-making and play a good reference role to solve practical problems.This article first introduces the background of the research significance, methods and innovations, then after the related concepts and relevant theoretical basis being defined, the status of previous research at home and abroad are found not systematical and superficial. This paper is to improve.Home care should be given after the requirements of the elderly are clear.Service supply is constantly improving with the adjustment of demand.The middle part illuminates demand contents of community-based home care and influence factors, then smoothly goes to the resource supply. The service supply and allocation of resources are analyzed including organization and content of the supply, features and conditions of the supply and demand of adaptation to find problems and causes.With the experience of work and learning, I put forward the overall thought and measures to solve problems from the angle of supply and demand balance, each specific measure is respectively divided into several items: strengthen investigation and research, provide policy guarantee; give further management and integrate various resources; subdivide demand and optimize the service level. From all dimensions, all kinds of available ways are provided in resource allocation and optimization; The advice is boldly given about restructuring government department in charge of endowment, policies、regulations and capital guarantee to ensure top design proposal; It is newly advised about the aspects of hardware and software construction, standards, ways to explore measures to improve the family support service.At the end, on the basis of public management and public service, the allocation of resources, public economy, the social security theory, I draw the conclusion-build fair and efficient service system of home care with many resources such as government, society and market to meet the common and divers demand of the elderly.
