| Township civil servants,as the effective part of grassroots governance,face directly to the most grass-roots in rural areas and are the ultimate implementers of various policies of the Party and the state.They play an important role in connecting the Party,the government and the masses.The performance of township civil servants directly affects the effectiveness of grassroots governance.In 2019,as the year or reducing burdens on grassroots officials,various measures have been introduced to reduce the burden,but the problem of pressure has not been effectively alleviated.Under the circumstance of overloaded pressure of township civil servants,various physical,psychological and behavioral problems gradually become prominent,which directly affect the policy implementation of the whole government organization and the improvement of public credibility.Therefore,to study the occupational stress faced by township civil servants is of great significance to promote grassroots governance system and modernization of governance capacity.Taking the township civil servants of W county as the study example,case-study method,interview method,questionnaire survey and some other research methods are used to study the performance,influence and causes of occupational pressure.The further research will be conducted to discuss the measures to relieve the occupational pressure of township civil servants in order to optimize the construction of township civil servants and improve the efficiency of government work and service quality.Through this research,several findings have come to light.Firstly,most township civil servants are faced with great work pressure.Through cross-analysis of occupational stress perception and influencing factors with gender,age,marital status,educational level,post level and working years,it is found that there are obvious differences in the degree of stress perception and influencing factors of different types of township civil servants.Secondly,the occupational stress of township civil servants mainly come from 7 dimensions.The influencing values from high to low are job characteristics > career development prospect > social support > work-family interface > organizational structure and atmosphere > role stress > interpersonal relationship,and the most influential factor is job characteristics.Thirdly,the occupational stress of township civil servants is mainly manifested in work pressure,career development,social evaluation,salary security and interpersonal relationship,and when the pressure is too heavy,the problem of occupational burnout will be prominent,resulting in the loss of core force and harm to personal physical and psychological health.Fourthly,this paper deeply analyzes the reasons for the occupational pressure of township civil servants,which are mainly the operation constraints of administrative system,the imperfect incentive mechanism,the imperfect training management mechanism,the insufficient social supports and the lack of individual pressure management ability of civil servants.Fifthly,this paper puts forward countermeasures and suggestions to improve the professional pressure management of township civil servants from five aspects,strengthening and perfecting the long-term mechanism of reducing the burden at grassroots level,the incentive and guarantee mechanism of township civil servants,training and management mechanism,social support system and enhancing the awareness and ability of pressure management of township civil servants. |
