Since the reform and opening up,especially since the 18 th National Congress of the CPC,China has achieved all-round and groundbreaking achievements, and profound and fundamental changes have taken place in various fields. The CPC Central Committee with Comrade Xi Jinping as the core has put forward the “four comprehensive” strategic layout on the theme of upholding and developing socialism with Chinese characteristics, continuously deepening the reform of the administrative system, constructing a service-oriented government, and gradually creating a comprehensive strict new situation of governing the party, the party style and political style have been revitalized, the social conditions and the people's style have been renewed, and China's economic and social undertakings have gradually entered the New Normal.Under the New normal,a series of changes in the objective environment are more profound for civil servants at the grass-roots level.Among the civil servants in China, the number of civil servants at and below the county level accounts for about 70% of the total number of civil servants. At the bottom of the "pyramid" structure of the civil servants, young civil servants have been the main force and backbone of the new rural construction. Most of them are in the beginning and development stages of their careers.Since they have not fully adapted to the transition from school gates to government gates, most of them have shorter working years, relatively lack of work experience, weak pressure, pressure resistance capabilities and so on.With the large-scale work tasks at the grassroots level, the pressure of various assessments and the complicated social network have increased the occupational pressure of individuals to a certain extent, which are likely to discourage their enthusiasm for work, reduce happiness, and bring some negative effects to their bodies and minds. In the face of high-intensity psychological pressure, they are prone to emotional disorders such as burnout, internal anxiety, and depression, which not only affect their physical and mental health, but also reduce work performance, affect family harmony, and even reduce the implementation of government policies. Therefore,it is of great practical significance to study the occupational stress situation of young civil servants in towns and villages under the new situation, and put forward some suggestions for adjusting and alleviating work stress, which are conducive to effectively promoting the healthy growth of grass-roots young civil servants, maintaining the stability and solidarity of grass-roots civil servants, improving the construction of grassroots service-oriented governments. This article uses the young civil servants in the townships of T County of Shandong Province as a case study to investigate the stress-related situation of local young civil servants.Itcomprehensively applies the stress theory and motivation theory, and analyzes the status of the occupational stress of the young township employees through the questionnaire.Specifically, the main reasons affecting the occupational stress of young civil servants of T County are summarized into three major aspects:the pressure from the social environment is mainly reflected by the high professional expectations of township civil servants and the public's perception of township civil servants. In view of the above reasons, this article proposes several countermeasures and suggestions for occupational stress management and adjustment. The social level includes multi-channel positive publicity, strengthened supervision of public opinion and the introduction of EAP assistance. The professional level includes the rational allocation of personnel and responsibilities, the improvement of the evaluation system and the positive incentive mechanism;the personal level includes the rational planning of careers, strengthening of learning, and promotion ability to work, seek expert help, and strengthen physical activity.
