Public Security Governance Of "Village To Residence" Communities In Ningyang County From The Perspective Of Socio-spatial Dialectic

In recent years,with the implementation of the rural revitalization strategy and the acceleration of the urbanization process,many "village to residence" communities have been established through the adjustment of the urbanization activities of "village merge".The "village to residence" communities have transformed the identity of farmers into citizens and rural living form into community form.The changes of spatial layout,interpersonal relationship,values and governance model have also brought new challenges to the public security situation in the "village to residence" communities.From the perspective of socio-spatial dialectic,this empirical research focuses on the public security governance in "village to residence" communities in Ningyang County.The author takes into account the space characteristics of the new urban communities,such as being compact and stereoscopic,combination of the urban and rural landscape,disappearance of traditional public space and the fracture of original social networks.In the research,some theories have been applied like socio-cybernetics,synergetic governance,and so on.With the help of ArcGIS and Excel software,this paper makes a statistical analysis of the public security situation in Ningyang County from 2019 to 2021,especially of theft,robbery and fraud preventable property cases and finds out the spatial distribution characteristics of the existing public security problems in the "village to residence" communities.The analysis shows that the case-type police situation presents multi-point aggregation distribution,and some "village to residence" communities located at the edge of the city and village become the high-incidence areas of case-type police situation.In the 10 "village to residence" communities,theft and personal safety violations were mainly distributed in residential land and commercial land.This suggests that it is necessary for us to strengthen community security governance of "village to residence" communities by combining the spatial differentiation characteristics of those in urban areas and providing a safe spatial basis for community security governance via reasonably planning and designing the community space environment.An analysis of influencing factors of residents’ satisfaction with community security governance in "village to residence" communities.The questionnaire survey helps grasp the community residents’ perception and understanding of the current situation of community security governance in "village to residence" communities.With the help of SPSS 26.0software,15 factors affecting community security governance are analyzed,such as patrol prevention and control,administrative capacity level,public security information release,security facilities construction,distress and assistance,building layout,infrastructure,land use degree,community convention,public security awareness,enthusiasm for participation,cultural dissemination of the rule of law,personnel composition,neighborhood relations and residents mutual assistance.Through principal component analysis,four spatial dimensions are summarized as service space,participation space,relationship space and scene space.Through correlation analysis and regression analysis,service space,participation space and relationship space are significantly positively correlated with satisfaction degree of community security governance,and scene space has strong correlation with community security governance of "village to residence" communities.A strategy of the public security governance in "village to residence" communities.Based on the above analysis,the author puts forward some measures for the gridded management model;that is to integrate public security comprehensive measures into eliminating the unspotted area and to form a complete,rigorous security space system,where the public security prevention and control is emphasized on people,space,management of mutual relations.The grid governance is used to refine the public security governance unit of "village to residence" community into a smaller grid than the community.Through the design of environmental space,the community residential space,public space and other complex places are transformed,and the path of public security space prevention and control is embedded in the public security governance of "village to residence" communities.By motivating people in communities and social groups,it will be possible to revitalize the multiple governance forces to effectively,to participate in the prevention and control of public security,and to create an effective space for residents.The community is to carry out targeted micro governance of all kinds of hidden dangers of public security,to carry out more refined governance of community security,to create efficient service space,which will optimize community relationship space by creating community cultural atmosphere and community identity.This article based on the gridded governance model,the comprehensive management of "village to residence" communities will be achieved by the prevention and control strategy,and thus get rid of the threat to public security governance and spread the achievements,with the final aim of promoting the steady transformation of the new type of community from villages to cities.
