Research On The Mechanism Of Venture Philanthropy To Improve The Governance Ability Of Community From The Perspective Of Dynamic Capability

The modernization of community governance capacity is the basic link of the modernization of national governance capacity.As the governance focus continues to move down and the improvement and development of grassroots democracy,the importance of community governance in the social governance system is becoming more and more prominent.The efficiency of community governance directly affects the degree of citizens to achieve a better life and the efficiency of social governance,which concerns the vital interests of residents and the grassroots social order as well as the implementation of the major policies of the Party and the state.In practice,the improvement of community governance capacity is a systematic and long-term task,and there are many difficulties.The disintegration of units system and the continuous downward shift of governance center have put forward a great challenge to community governance capacity,which makes community assume more and more public administration and social management in addition to providing daily services for residents.In short,the improvement of community governance capacity often lags behind the growth of community affairs.Therefore,how to improve the capacity of community governance is a proposition of both theoretical and practical significance.Previous studies on community governance capacity either looked for influencing factors of community governance capacity,or took community governance capacity as an independent variable to explore its correlation with variables such as residents’ happiness and government satisfaction,but there were few studies on the mechanism of governance capacity.In recent years,H Province has adopted the new project system form of Venture Philanthropy to guide the improvement of community governance capacity through projects,which has obtained widespread support and positive effects from the society.How does Venture Philanthropy improve the capacity of community governance? What is the impact of the introduction of Venture Philanthropy on community governance?Based on the perspective of dynamic capacity theory,this study introduces organizational learning theory and incentive theory to build an explanatory framework for Venture Philanthropy to promote community governance capacity.Through the analysis of successful cases of Venture Philanthropy in H community to improve community governance capacity,the influencing factors of community governance capacity are verified,and the influencing process and internal mechanism of Venture Philanthropy to improve community governance capacity are described.The study found that Venture Philanthropy achieves "dynamic empowerment" of the community through four mechanisms: static external factor input,promoting organizational learning,building cooperative networks and effective incentives.To be specific,first,the input of external factors is the starting point for Venture Philanthropy to achieve action empowerment,providing institutional and resource support for the improvement of community governance capacity.Technical training improves the problem identification capacity of the two community committees,the support of administrative authority guarantees the legitimacy of the two community committees in community governance,improves the capacity of organization and coordination,and the funds improve the mobilization capacity of the two community committees.Second,Venture Philanthropy can promote the formation of cooperation network,so that various subjects in the process of mutual communication to achieve interactive empowerment.The bottom-up project creative mechanism enhances the mobilization capacity of the two committees,the expert-guided project incubation mechanism enhances the organization and coordination capacity of the two committees,and the supply-demand balanced project purchase mechanism enhances the public service capacity of the two committees.Third,Venture Philanthropy can promote the continuous organizational learning of the community and the two committees to achieve invisible knowledge empowerment.Internal acquired learning is the silent knowledge of community governance generated by activities,which improves the capacity to link resources within the community.External experiential learning is to consult the expert team to form management cognition,which improves the capacity to link resources outside the community.The inter-organizational learning of Venture capital competition strengthens the capacity to link resources.Fourth,the incentive mechanism can promote community organizations to practice repeatedly to achieve action empowerment.High-intensity incentives,such as behavior induction and behavior orientation,can make the organization practice what it has learned repeatedly,so as to realize the optimal allocation of resources and pare to improvement,and promote the improvement of capacity.This study introduces the dynamic capacity theory into the analysis of community governance capacity,reveals that the Venture Philanthropy empowered community contains two dimensions of "external static factor input" and "internal force integration",and describes the specific process of how the four mechanisms,such as factor input,organizational learning,construction of cooperation network and effective incentives,affect community governance capacity.In this way,the conceptualization of Venture Philanthropy is further enriched,the internal logic of the mechanism for improving community governance capacity is opened,and the related research on organizational capacity is deepened.In addition,this study also expands the discussion on "project system".On the one hand,it extends the focus from "project system" and "external static factor input",which were the focus of previous studies,to the dimension of "internal force integration".On the other hand,it verifies the positive results of the project system in improving the community governance capacity,breaking through the "internal narrative" of the "project system".At the same time,this study also provides the corresponding reference value for the practice of improving community governance capacity.
