A Research On The "Three-community Linkages" In The Perspective Of Cooperative Governance

The third plenary session of the 18 th CPC central committee set "improving and developing the socialist system with Chinese characteristics and promoting the modernization of modern national governance system and governance capacity" as the overall goal of comprehensively deepening reform,and made basic arrangements for social governance innovation.As the basic unit of society,community plays a fundamental role in social governance innovation.The country tries hard to realize the modernization of community governance,but the community itself faces the deficiency,needs to innovate the management way to realize community governance.In the past,the way of the government department to do all the work has been unable to meet the needs of community development.In order to innovate the way of community governance,various parts of our country have carried out active exploration.At present,in practice,many places regard "the linkage of the three communities" as the attempt of the modernization of community governance."Linkage of the three communities" is based on the community as a platform to gather the strength of community neighborhood committees,social organizations and social workers,transform the community management pattern led by the government,and form a community governance model with the participation of multiple subjects.At present,it is not uncommon to conduct researches on the "three co-operatives" in the eastern region,while there are not many researches on the "three co-operatives" in the western region,especially the northwest region.As one of the important central cities in northwest China,lanzhou has also carried out exploration and practice in carrying out the "three co-operatives",and has made certain progress and achievements in carrying out the "three co-operatives".It is of certain theoretical value and practical significance to summarize lanzhou's experience since the implementation of "threeco-operatives",reflect on the existing problems,and learn from the experience and practices of other cities for the further development of "three co-operatives" in lanzhou.In combination with work practice and from the perspective of collaborative governance theory,the author selected zhengning road community in chengguan district of lanzhou city as an example and adopted literature analysis method,case study method,interview method and other research methods to study the development of "the linkage of three communities" in lanzhou city.Paper first introduces the related concepts of "linkage" three clubs,both at home and abroad about the research of "three social linkage" the comb,introduces the "three social linkage" in some areas to carry out the research situation,then explains the community,social workers,"three social linkage" and other related core concepts,and explains the synergy governance theory,and then in lanzhou city is ning road community,for example,introduced is ning road community community as the platform,with social organizations as the organization carrier,supported by professional social workers,integrate resources,carry out the wisdom pension,love relay station,a series of service such as volunteer public welfare projects.While affirming its achievements,this paper analyzes its existing problems and deficiencies from several dimensions,such as the relationship between the participants,the boundary functions of each participant,the participation degree of residents,supervision and financial resources.Finally,it introduces some experience and practices of other cities in China to carry out "three co-operatives",analyzes its advantages,and puts forward countermeasures and Suggestions to improve the pilot program of "three co-operatives" in lanzhou city,so as to provide reference for policy decisions of relevant government departments.
