The quality of international students’ education is an important symbol of the international competitiveness of higher education,and also an important embodiment of the reputation of institutions of higher learning.Since the reform and opening up more than 40 years ago.the education of foreign,students in China has achieved unprecedented development,and the focus of management has shifted from scale expansion to quality management.Under the background of accelerating internationalization of higher education and more fierce competition of international students in the market:how to strengthen the awareness of quality management.improve the quality evaluation and guarantee system:and realize the education of international students in China "promoting development by quality and promoting management by standardization" is an issue of The Times for educational management departments and institutions of higher learning.In the face of the new situation,new tasks and new challenges,it is urgent for us to systematically review the educational policies and stage characteristics of international students in China,conduct in-depth analysis and problem reflection on the current situation of education quality management,and conduct systematic and strategic thinking on strengthening international students’ education quality management.This study first defines the three core concepts of international students in China,education quality and education quality management,and then elaborates the enlightenment of international students’ education quality management on the theoretical basis of total quality management theory and stakeholder theory.Then the paper introduces foreign students education policy change and quality management,to review and summarize based on the content of quality management in the education policy could be divided into political orientation students education development is given priority to the preliminary exploration stage,stage of scale expansion and auxiliary quality management:the scale to quality stage:analyze the development characteristics of different stages and clear national education quality management development orientation for international students.Later:the paper introduces the foreign students education quality management present situation and reflection on the problems,from the first enrollment service quality management,the guarantee of the quality of education,daily management:student satisfaction four dimensions overview the present situation,and to reflect from students quality management,internal management and external education quality evaluation and daily service management.Aimed at present situation and problems,this study is put forward to improve the quality of education for students studying abroad in the development of management Suggestions from three aspects,the quality guarantee system construction,supply of quality management system,quality management operation mechanism innovation.First is to build a harmonious and unified system of quality assurance,coompaction of colleges and universities responsibility to strengthen internal quality management,dear guidance to strengthen the external supervision quality evaluation,the second is to strengthen students supply of quality management system,including innovation improve convergence management system,establish the scientific system of cost management system,build quality monitoring system based on big data,the third is running around the core elements of quality management innovation mechanism,including innovating the management of preparatory education,strengthening the management of teachers and strengthening the regional cooperation of quality management for international students.
