As an important form of international cooperation and exchange of education, China-foreign cooperative education play a positive role in promoting the reform of China’s education system, and broadening the way of talents training. The China-foreign cooperative education in higher vocational colleges has enriched the connotation and form of higher vocational education talents training, and has become the export base of high skilled applied quality talents.The students’ comprehensive quality educational management is an important part of school education management. How to improve the quality of talents training and their comprehensive quality has become an urgent problem. Based on the analysis of the connotation of the comprehensive quality of China-foreign cooperative education students in higher vocational colleges, the article tries to analyze the problems in the students’ comprehensive quality educational management with Suzhou Institute of Trade & Commerce as an example.The students’ comprehensive quality educational management of China-foreign cooperative education in higher vocational colleges should base on the training of highly qualified technical talents with international perspective, taken the practice as the foundation and the application as the guidance, cultivates high quality technical skills with international perspective. This article put forward the preliminary countermeasures and suggestions in four aspects: the scientific and educational policy system, the establishment of a comprehensive cooperative education model, the construction of international talent training objectives, the practice of human oriented education management ideas.
