| Urban housing has always been a livelihood issue that has attracted much attention.Under the background of the current high price of commercial housing,the government’s talent housing policy is a powerful means to solve the talent housing difficulties and enhance the attractiveness and creativity of the city.However,Shenzhen is short of land resources,and the traditional housing construction mode can no longer alleviate the growing contradiction between housing supply and demand.How to innovate ideas,break through the bottleneck of land and revitalize the housing stock is the focus of the Shenzhen Municipal Government.In 2018,Shenzhen issued the "Opinions of Shenzhen Municipal People’s Government on Deepening the Reform of Housing System and Accelerating the Establishment of a Housing Supply and Security System with Multi-subject Supply and Multi-channel Guarantee of Rent and Purchase." As a programmatic document of Shenzhen’s housing system,the “Opinions”put forward 15 ways to build and raise public housing in nine main bodies and six categories.The development of talent housing in urban villages is one of them.Under the above background,this thesis intends to study the development of talent housing in urban villages of Shenzhen.Shenzhen urban village talent housing development is entrusted by the government to real estate enterprises.The government is the entrusting party and the enterprise is the agent.How to effectively cooperate with Shenzhen Municipal Government as the principal and real estate development enterprises as the agent to develop talent housing is the main topic of the thesis.With the help of principal-agent theory,combined with the nature of talent housing and housing development in real terms in Shenzhen,this thesis constructs the analysis dimension of talent housing cooperative development in Shenzhen urban villages from three aspects:responsibility dimension,operation dimension and supervision dimension.This thesis adopts the method of field research and case analysis to design the interview outline for the government,enterprises,original villagers,talent groups and other objects,and selects twotypical cases of Shenzhen Futian Shuiwei and Shenzhen Longgang Anjuboyu to deeply investigate and analyze the basic situation and problems of the cooperative development of talent housing in Shenzhen.Through investigation and analysis,the thesis finds out the rights,quality,efficiency and sharing problems existing in the cooperative development of talents’ housing in Shenzhen.After further analysis,it finds out the specific causes of the problems,mainly: unclear definition of responsibilities,lack of operation and management,and lag of supervision mechanism.In view of the problems and reasons,the thesis puts forward corresponding optimization suggestions from three aspects: responsibility optimization,operation optimization and supervision optimization. |
