Changes in the world landscape are unpredictable,and the national innovation system is also facing many challenges.As an important part of the national innovation system,colleges and universities have become increasingly complex factors that affect the development of colleges and universities ’scientific and technological innovation systems.Traditional factor analysis,fuzzy comprehensive analysis and Although DEA data envelopment analysis and other methods can effectively evaluate university science and technology innovation systems,and domestic and foreign scholars have also conducted research from the perspective of collaboration between universities and enterprises,governments,and society,but few scholars have studied university science and technology innovation systems.Internal collaboration,this article will start from the inside of the scientific and technological innovation system,regard the university’s scientific and technological innovation system as a complex system composed of different subsystems,study it with the idea of synergy,so as to find the key to the collaborative development of university’s scientific and technological innovation system factor.First,the paper summarizes the self-organization theory,dissipative structure theory,synergetic theory and innovation theory related to the collaborative management of university science and technology innovation system,and the related research of university science and technology innovation system and the theory of synergy theory on university science and technology innovation system.Applications are reviewed.Secondly,through the statistics of colleges and universities from 2004 to 2017 published by the Ministry of Science and Technology of the Ministry of Education,the status quo of China’s colleges and universities’ science and technology innovation system is analyzed,and the existing problems of non-coordination are summarized.Third,guided by the relevant theories of collaborative management,the mechanism analysis of the collaborative evolution development of China’s university science and technology innovation system was carried out from the perspective of evolutionary conditions,evolutionary power and evolutionary principles.Fourth,anevaluation index system for collaborative management of university science and technology innovation systems has been established.The collaborative evolution model of university science and technology innovation systems has been constructed using the principle of synergistic order parameters,and the key variable affecting order management of university science and technology innovation systems in our country has been found.Fifth,combined with the order parameter steady-state stable solution,a synergy degree model of university science and technology innovation system was constructed,and the synergy degree of China’s university science and technology innovation system was evaluated and analyzed.Finally,combined with the above research and guided by the relevant theories of synergetics,we put forward relevant suggestions for improving the level of collaborative management of the scientific and technological innovation system in Chinese universities: strengthen the construction of human resources with high-ranking technical personnel as the core,actively promote international exchanges and cooperation,and enhance publishing The quality and quantity of scientific and technological works,the two-pronged approach to create a good environment to promote school-enterprise cooperation,enhance the role of intermediary institutions in the transformation of scientific and technological innovation achievements in colleges and universities,and accelerate the evolution of colleges and universities’ scientific and technological innovation systems to a more advanced and orderly manner.To a certain extent,the above research has enriched the theoretical methods of university science and technology innovation system research,and broadened the practical application of related theories of synergetics.The research conclusions and relevant suggestions can be used for reference in the decision-making of university science and technology innovation systems and universities in China.
