Research On The Reform Of Administration Organization In First-class Universities

With the rapid development of higher education,the construction of "Double First-class" is in full swing,and comprehensive reform of "Double First-class" is being carried out in an all-round way.The administrative organization within the university is an important component of the first-class university.It has a great responsibility in the construction of"Double First-class".How to keep pace with the construction of "Double First-class",maximize its role and provide first-class service is the key to the reform of the university administrative organization.The research in this paper aims to clarify three issues.First,how is the administrative organization in the top universities in China set up?The second is to analyze the gap between the actual situation and the requirements of the first-class university administrative organizations.The third is to propose reform measures for the problems existing in the administrative organizations of first-class universities.The main contents of this paper are as follows.Firstly,this paper reviews the research on university administrative organizations carried out by scholars at home and abroad,which lays a foundation for the research on the reform of university administrative organizations.This paper takes contingency theory of management,flat management theory and university ecosystem theory as the theoretical basis to guide further research.Secondly,the article describes the current situation of the establishment of first-class university administrative organizations,including the classification of university administrative organizations,the basic situation of the establishment of first-class university administrative organizations,and the personnel of first-class university administrative organizations.The article takes an administrative organization as an example and specifically introduces the internal setting of the organization.Thirdly,combining contingency management theory,flattening management theory and university ecosystem theory,this paper analyses the necessary requirements of the first-class university administrative organization,and summarizes its actual state according to the current situation of the first-class university administrative organization setup.The article finds that there is a big gap between the actual state of university administrative organizations and their requirements in the aspects of service consciousness,division of powers and responsibilities,streamlining of institutions and professionalization of personnel.This gap is precisely the driving force and direction of the reform of the administrative organizations of first-class universities.Finally,it is proposed that the administrative organizations of first-class universities should make changes from strengthening service awareness,defining responsibility boundaries,streamlining institutions and improving personnel specialization.The construction of "double-first-class" is a systematic project.Studying the problems that the administrative organizations of first-class universities are not compatible with the construction of "double-first-class" and putting forward solutions can promote the healthy development of the administrative organizations of universities,enhance the comprehensive level of first-class universities,keep the same pace with the construction of "double-first-class",and jointly promote the prosperity and development of higher education.
