| The CPC Central Committee and the State Council issued "China education modernization 2035" and proposed: building a high-quality professional and innovative teachers.This is not only the requirement of teachers’ personal growth,but also the demand of educators in the new era.As the backbone of educational work,middle-level school managers shoulder the role of model and demonstration.As the executor of educational decision-making,the competency of middle-level managers directly determines the implementation of various educational policies and systems.Therefore,it is of great practical significance to study the competency status and promotion strategies of middle-level managers in primary schools for improving school management of basic education and realizing the modernization of education governance.Based on the theory of quality iceberg model,this study extracts the competency model of middle-level managers in primary schools,including self-management,effective communication,professional skills,executive ability,role positioning,problem solving ability,learning innovation,integrity,dedication,cooperation,overall concept,humanistic quality and other elements.Combined with competency elements,this paper uses the survey method to investigate the competency status of middle-level managers in Zhengzhou h primary school.The survey found that the overall gender composition of the middle managers in h primary school is single;the middle managers are younger;the middle managers are inexperienced;the educational level of the middle managers is in the middle;the middle managers have heavy tasks.According to the survey results based on competency factors,the front-line teachers are generally satisfied with the competency of middle-level managers;the individual competency factors of middle-level managers present an unbalanced state;the overall competency of middle-level managers presents an unbalanced trend;middle-level managers need to improve their professional quality,executive ability,learning innovation,self-management and so on.Further analysis of the reasons for the uneven competency of middle-level managers in the school,mainly including lack of financial support,lack of top-level design,imperfect evaluation system of middle-level managers,lack of competency training,single promotion mode,limited promotion path of middle-level managers,miscellaneous administrative departments,unreasonable work arrangements,etc.Based on the above problems,this paper puts forward the strategies to improve the competency of middle-level managers in primary schools: system guarantee(improving the basic management system It is necessary to establish the competency model,optimize the competency training activities,guide the middle-level managers to carry out personal career development planning,and simplify the middle-level management organization. |
