Education is the cornerstone of national rejuvenation.The preschool education which is viewed as foundation stage of school education and lifelong education plays an important role in basic education.In recent years,preschool education have got widespread concern. Unlike the rapid development of urban preschool education, the development of preschool education in the rural areas of Yi nationality even goes backwards:First, the single school system of Yi nationality preschool education (preschools) has drastically reduced.Beacause the responsibility of government has been weakened for the policy-oriented that preschool education does not belong to compulsory education. Additionally schools mapping restructure has been changed. Secondly, the low level of economic development and the scattered way of the population living has restricted the development of the Yi preschool education, many children are faced with the plight of no nursery. the Yi nationality preschool education presents such a development reality:the development of private education lags behind, the public education has been in seriously inadequate supply.This study adopt the S town and the N village as cases to investigate the status quo of preschool education running system in rural areas, which are inhabited by the Yi nationality, located in the Mile County of Yunnan Honghe Hani and Yi Autonomous Prefecture. By analyzing the problems and causes of the problems in preschool education running system, the paper proposes the recommendations to improve Yi rural preschool education in school running system. The study consists of three parts:The first part:Select the two representative cases N village and S Town to obtain empirical investigation data, observation and interview which are used to investigate the status quo of school running system. The survey shows:the individual is the only subject of the Yi preschool education in rural areas, and the two places have no public preschool, the preschool education is only held by a small amount of private preschools, or private preschools supported by government, and private preschool classes and mixed classes.The second part:Summarizing the specific problems of the preschool education in school running system on the basis of first-hand information of the Yi people in rural areas:the extreme shortage of public kindergartens, the insufficient number of private kindergartens and preschools, the lack of participation of various social forces, and the insufficient supply, the uneven distribution of preschool education. Through the deep analysis of those causes, the study points that the government’s lack of overall planning for preschool education,the lagging economy and the scattered layout of the villages in Yi nationality, the inadequate financial investment and the uneven distribution modes have restricted the Yi preschool education school running system in rural areas.The third part:give some advices on improving the Yi preschool education school running system in rural areas. Take the fairness as the basic reforming principles of the preschool education school running systems; guide and encourage the development of the private preschool education to the public welfare; establish the government-led, public office as the main, private supplementary school running system including: developing the public town center kindergarten vigorously, developing the affiliated kindergartens of administrative village primary schools and village-run kindergartens positively, taking a free year of preschool education, taking various forms to support private kindergartens and preschools, trying the education voucher system and promoting preschool education universal;strengthen the supervision of all levels of government on preschool education running systems.
