Technology and talents are the core of the 21st Century.Driven by a new wave of technological revolution of global,the emergence of new economy and new industries pushes the development of new opportunities,new demands,new experience,new challenges and new tendencies.And the development of technological innovation rests on talents which is the main driving force in the future and promotes the transformation of scientific and technological achievements into productivity.As one of the largest agricultural provinces and the old industrial bases of the Northeast in China,Heilongjiang endeavors to keep in pace with the national economy but has experienced industrial structural problems and the ever-depleted resources which seriously restricts the economic development of Heilongjiang and results in the massive brain drain into southern prosperous cities.Hence,the cultivation of innovative and entrepreneurial talents has become a important task to the colleges and universities in Heilongjiang.From 2015 till now,the innovative and entrepreneurship education of Heilongjiang has gone through its five-year Golden Age and welcomes the Platinum Age.Even though there exist some problems during the innovation and entrepreneurship training process in universities and colleges in Heilongjiang,the in-depth analysis of innovation and entrepreneurship talent training contributes a lot to the bringing out of the full potential of talent training and high-quality economic development in Heilongjiang.In light of the aforementioned background,the research is based on Creative Education Theory,Triple Helix Theory of the cooperation of industry and education,Innovation Ecosystem Theory in combination of various approaches and methods like doing document analysis,questionnaire analysis,interview analysis,causation analysis,data collation,field researches and so on in order to investigate the current situation of the cultivation of innovation and entrepreneurship talents in colleges and universities in Heilongjiang.And the research also highlights several problems such as the weak consciousness about innovation and entrepreneurship in colleges,the monotony of innovation and entrepreneurship courses,the lack of highly competitive faculty,low participation of innovation and entrepreneurship practices,the non-standard management of university innovation and entrepreneurship education and so on which should be attributable to the low awareness of innovation and entrepreneurship education philosophy,the incomplete course system,the inadequacy of teacher training system,the lack of relative practices,the imperfect education management in innovation and entrepreneurship education.In light of the basic reality of the training of innovation and entrepreneurship talents and drawing on the experience in the innovation and entrepreneurship education at home and abroad,it is advisable to improve the external ecological environment of innovation and entrepreneurship talent training,design a more scientific and reasonable curriculum,strengthen the ranks of teachers,build a integrative and multi-level practice system,improve the management of innovation and entrepreneurship education in colleges and universities,which aims to develop innovation and entrepreneurship talents in line with the needs of society,reduce the outflow of talents and achieve the high-quality and sustainable economic development.
